Senior Program Analyst

Overview

ANALYGENCE provides our government client with SETA support to include the application of cyber acquisition and program management expertise resulting in superior performance of command-wide programs and operations. Our support furthers the mission to unify the direction of cyberspace operations, strengthen DoD cyberspace capabilities, and integrate and bolster DoD's cyber expertise.

As a Senior Program Analyst at US Cyber Command, Cyber National Mission Force (CNMF), you will play a critical role in supporting our nation's cyber defense mission.

• Provide Financial Summaries to Government Leadership, Portfolio, and LNO Teams, within J9 and J8 teams, with latest Command wide numbers for Budget and Execution.
  • Provide Rolled up Command numbers
  • Modify J-Book entries to reflect accurate command spend plan toplines.
  • Provide Deep dive Analysis across Service Component, JDIR and specific Projects Funding profiles.
  • Recommend corrections for errors to POM database file.
• Provide government leads, Stakeholders and LNO's assistance with Staffer Day financial Budget and Execution summaries.
• Assist with sorting out J8 releases of SIPR Database with Discretionary and Mandatory Summaries to deep dive requirements behind the funded request across portfolios.
• Assist J8, J9, and LNO's with Topline Summaries to update changing PDM, Presidential Budget Requests increases and decreases, and updated funding lines of effort across the Portfolios.
• Assist and facilitate with updates across the Congressional Justifications.
• Track analytical, technical and administrative task that relate to the phases of the DoD PPBE process (EBC/POM).
• With EBC approaching the development of certain high-level portfolios with critical mission needs will require more attention to detail and documentation.

• An active TS/SCI with CI Poly is required.
• Master's degree and ten (10) years of experience in SETA, Acquisition and/or technical roles architecting customer solutions (OR) a Bachelor's degree with twelve (12) years' experience, (OR) AS or HS Diploma and sixteen (16) years of experience.
• Ability to manage team environment dynamics (liaise with both internal and external organizations across the DoD, the Intelligence Community and non-DoD government agencies to achieve common goals).
• Flexibility to work multiple actions simultaneously and resolve time sensitive matters.
• Experience with supporting large portfolios with the daily business operations to include workflow activities, briefings, and monthly financial reviews, create and follow-up on action items, and coordination functions.
• An active Project Management Institute (PMI) Project Management Professional (PMP) certification or equivalent project management certification is desired.
