Celestar, a proud Veteran‑Owned company, is seeking a Senior All‑Source Analyst to support the U.S. Army Intelligence and Security Command (INSCOM) under the United States Army Counterintelligence Command (USACIC) Analytical Support Contract. The primary place of performance will be Fort Meade, MD.
Anticipated award:
April/May 2026. Anticipated start:
May 14, 2026. Period of performance: 1 base year + 4 option years. Clearance requirement:
Active TS/SCI.

Responsibilities- Conduct research and analysis to create products and responses to RFIs on foreign intelligence and technology protection‐related threats to the U.S. Army and the DoD worldwide.
- Identify, monitor, and assess foreign intelligence efforts attempting the collection of sensitive national security information on U.S. persons, activities, and interests, including threats posed by emerging technologies.
- Apply understanding of foreign intelligence capabilities and U.S. and foreign partner CI capabilities to develop all‑source CI studies and contribute to CI strategy development.
- Develop, produce, and present programs of instruction on specified collection operations TTPs and related processes for human intelligence and technical intelligence operations.
- Graduate of an in‑residence Fundamentals of Intelligence Analysis course or possess military service equivalency.
- Analyze OSINT, HUMINT, SIGINT, MASINT, and GEOINT to identify current and emerging threats, FIE modus operandi, and foreign entities pursuing acquisition of U.S. and foreign military technology.
- Communicate analytic findings through written assessments, formal notes, briefings, graphics, and informal verbal briefings.
- Facilitate analytic exchanges, briefings, and training both internally and externally within the intelligence community.
- Minimum education and experience:
- High School Diploma – 20 years of relevant experience (≥2 years recent).
- Associate’s Degree – 16 years of relevant experience (≥2 years recent).
- Bachelor’s Degree – 14 years of relevant experience (≥2 years recent).
- Master’s Degree or higher – 12 years of relevant experience (≥2 years recent).
- At least a bachelor’s degree or equivalent civilian/military all‑source intelligence analyst experience, plus completion of a foundational intelligence analyst course or equivalent certification.
- Minimum two years of functional experience providing intelligence support to strategic counterintelligence or HUMINT operations.
- Minimum three years of experience as an all‑source intelligence analyst across imagery, signals, measurements, human, and open‑source data.
