Telecommunications Manager; Cyber

Overview

This position is being recruited under 10 USC 1599f into the Cyber Excepted Service and does NOT convey eligibility to be converted to the Competitive Service. It has been identified as a position necessary to carry out and support the mission of the US Cyber Command. It is in the Supervision/Management Work Category at the Senior Work Level within the CES Occupational Structure.

It is located in the DISA Special Missions Command (WH800).

Duties

• Provides direct supervision comprised of military, civilian and contractors within the Special Missions Command (SMC) Voice Operations Division, across geographically dispersed areas.
• Directs the activities of the secure and non-secure voice operational mission at the geographically diverse SMC detachments, managing the overall strategy, deadlines, priorities, and goals.
• Develops policies and procedures for voice operations requirements for the White House Communications Agency, Special Missions Command.
• Serves as staff advisor/consultant to the Special Missions Commander on all telecommunications and voice operational matters relating to National level Contingency missions and programs.
• Assists with the formulation of policy/procedures, operational mission planning and execution, logistics support and financial/budgetary planning.

• This national security position may require access to classified information and requires a favorable suitability review and security clearance as a condition of employment. Failure to maintain security eligibility may result in termination.
• In accordance with the DoD 8140 policy series, the position is subject to completing Foundational Qualifications in 9 months and Residential Qualification requirements overall in 12 months.
• This is a Mission Essential position.
• Requires a Financial Disclosure Statement, OGE-450.
• This is a Top Secret security clearance and eligibility for access to Sensitive Compartmented Information.
• Selection of DoD Military and Civilian Personnel for Assignment to Presidential Support Activities requires clearance for category Two Presidential Support Duty based on a "Yankee White" Single Scope Background Investigation.
• This is a Drug testing position.

Education

Undergraduate and Graduate

Education:

Major study -- electrical or electronic engineering, mathematics, physics, public utilities, statistics, computer science, telecommunications management, information systems management, business administration, industrial management, or other fields related to the position to be filled.

Other

Education:

Communications/electronics or automatic data processing training in technical institutes or business schools above the high school level or in Armed Forces schools that included advanced instruction in addition to basic courses, may be substituted for general experience on a month-for-month basis.

Qualifying Experience

To qualify at the GG-14, your resume must describe at least one year of experience that demonstrates the competencies necessary for immediate success in the position. Experience includes paid or unpaid experience, volunteer work, and Military service, that is equivalent to work normally performed at the next lower grade level in the federal service.

For this position, qualifying experience is defined as:
Experience that involves switching, network management, or test and evaluation techniques or experience in security criteria, methodologies, techniques, processes, mechanisms encompassing secure and non-secure voice systems.

To be creditable, education must have been obtained in an accredited college or university. You must report only attendance and/or degrees from schools accredited by accrediting institutions recognized by the U.S. Department of Education.

There is no substitution of education for the qualifying experience at the GG-14 grade level.
