This position is being filled under the Direct Hire Authority for Certain Personnel of the Department of Defense using hiring authority in 5 USC 9905. DISA has delegated authority by the Under Secretary of Defense to directly appoint qualified candidates possessing a finance, accounting, management, or actuarial science degree, or a related degree from an accredited college or university, or equivalent experience related to the functions of the position to be filled.

• Procure classified and unclassified information technology services for DISA and non‑DISA mission partners, serving as the primary business advisor to mission partners.
• Collaborate with mission partners on programmatic needs, acquisition planning and preparation of complete acquisition packages within a defined schedule.
• Prepare and issue solicitations, evaluate proposals, perform cost/price analysis to determine fair and reasonableness.
• Conduct source selections and/or negotiation; collaborate with Policy and General Counsel.
• Award and monitor contracts; perform contract administration.

• Must be a U.S. citizen.
• This national security position may require access to classified information and requires a favorable suitability review and security clearance.
• Obtain/maintain Contracting (1102) Professional Certification.
• Complete OGE Form 450, Confidential Financial Disclosure Report within 30 days of appointment.
• Obtain acquisition certification in the Contracting

Basic Education Standards for positions in the 1102 series:

• Bachelor's degree from an accredited educational institution authorized to grant baccalaureate degrees.

Foreign

Education:

If using foreign college or university credentials, they must be evaluated by the National Association of Credential Evaluation Services.

Basic Qualification Requirements for Contracting Officer Positions:

• Have at least two years of experience in contracting positions.
• Have completed all contracting courses required for a contracting officer at the level and grade at which the person is serving.

Specialized

Experience:

• GS‑11: at least one year of experience equivalent to a GS‑09 grade level.
• GS‑12: at least one year of experience equivalent to a GS‑11 grade level.
• GS‑13: at least one year of experience equivalent to a GS‑12 grade level.
