Our client is a major county government in south Florida (7th largest in the state) is looking for an assistant Transportation Manager. In this Position you will:

Provides leadership and direction in all aspects of the operation and maintenance of Transportation Administration. Responsibilities include oversight, direction and coordination of administrative, financial, business and information systems activities for complex and specialized sections within the department to include business operations, grant management and human resources. Works under administrative supervision, developing and implementing programs within organizational policies and reports major activities to executive level administrators through conferences and reports.

Minimum Education and Experience Requirements

Requires a bachelor's degree from an accredited college or university with major coursework in finance, business or public administration or closely related field; master's degree preferred.

(One year of relevant experience may be substituted for each year of required education.)

Requires six (6) years progressively responsible experience in the administration and management of a public transit system, negotiations, financial management and budget activities, information technology and human resources including some experience in the supervisory aspects of the work or closely related experience.

Special Certifications and Licenses

Must possess and maintain a valid Florida Driver's License for the duration of employment.

Preferences: master's degree in finance, Business, Public Administration or closely related field. Additional years - Executive level administrative experience in a Public Transit Agency. Knowledge of FTA (Federal Transportation Administration Policies & Procedures) Policies, Procedures development & implementation experience.

DUTIES AND RESPONSIBILITIES

The functions listed below are those that represent the majority of the time spent working in this class. Management may assign additional functions related to the type of work of the job as necessary.

Assists the Department Director in administering the county public transit finance, directs through subordinates the planning, scheduling and coordination of activities, develops policies, priorities and procedures to meet established goals.

Leads the agency formulation and preparation of the annual operating and capital budget from proposal through final presentation to department Director, County Administration and County Commission.

Provides strategic direction of traditional and non-traditional funding sources to ensure contract compliance of DOT/FTA grants.

Develops policy direction for the agency's financial function and monitoring.

Directs and reviews financial performance audits and activities to ensure all required federal and state financial and non-financial data requirement are met.

Provides written and verbal reports to agency leaders and the Board of County Commissioners relative to the agency's financial operations.

Aligns activities of the department's administrative functions with those of the other County Departments, divisions and when necessary, with comparable organizations in other public jurisdictions.

Recommends, authorizes, and implements organizational and administrative changes.

Establishes and maintains effective working relationships with all Transportation sections and other agencies throughout Broward County.

Reviews existing departments organization's structure, reporting relationships and manpower utilization. Promotes efficient function procedures through standardization, process improvement, simplification and implementation of new operating systems.

Manages, develops and motivates staff. Exercises sound judgment, recognizes issues and implements solutions.

Inspects facilities to assure proper operation including safety issues, attends and plans meetings with subordinates to identify issues and plan corrective action.
