Position: CODE ENFORCEMENT INSPECTOR

Overview

This is a non-exempt position, responsible for technical work in inspection, investigation and enforcement to ensure compliance with established codes, ordinances, regulations, and the Charter of the City affecting the public interest, safety and welfare.

The employee is responsible for inspecting and investigating complaints of alleged violations of various City codes including, but not limited to, occupational license, fire, building, zoning, landscape, sign and other technical codes in force. The employee enforces codes, provides notice of violations and initiates enforcement proceedings with the Code Enforcement Board when required. Work is performed under the general supervision of the Police Community Services Unit Supervisor, affording opportunity for independent judgment in arriving at decisions.

Employees are hired as AT WILL employees serving at the pleasure of the City and may be terminated at any time with or without cause. The role involves working throughout the City in a proactive manner to identify and resolve problems.

Work includes investigating complaints of violations, interviewing property owners, tenants and complainants to determine the nature of violations, coordinating inspections, investigations and enforcement with inspectors and designated employees in other City departments, and working in teams with the Police and others to correct violations.

Additional duties include issuing notices of violation and remedies for correction, initiating enforcement proceedings, notifying the appropriate judicial authority and requesting hearings, preparing reports and maintaining records, and providing sworn testimony at legal proceedings. The position may require days, nights or weekends and attendance at day or evening meetings with flexible work hours. The position does not have final procurement authority.

Performs related work as required.

Considerable knowledge of established codes, ordinances and regulations or the ability to acquire the knowledge rapidly, knowledge of legal procedures as related to enforcement of regulatory codes, knowledge of the geography, streets and principal locations of the City, knowledge of modern office practices and procedures, ability to make inspections, follow instructions and ascertain facts through investigation, and ability to make judgmental decisions during inspections and investigations using tact and diplomacy.

Ability to operate a City vehicle and possess the required license, to use modern Police communication equipment, to speak in front of large groups and teach code compliance, to confer with the public to explain, interpret and enforce regulations in a tactful, firm and impartial manner, and to prepare and maintain records and reports using a computer. Working knowledge of Microsoft programs, Word, Excel, etc.,

with typing ability of 35 wpm. Ability to maintain effective working relationships with the public, property owners, contractors, professionals, City officials and other City employees.

Desirable Experience and Training

Graduation from a standard high school or an equivalent recognized certification, with previous municipal code compliance and/or investigative experience preferred. F.A.C.E. certification desired, or be able to obtain certification within one year of employment. Must currently possess or be eligible to obtain a Florida driver's license with an overall good driving record. No single suspension of driver’s license within the past two (2) years and no more than two (2) suspensions within the past five (5) year history (except if suspension was due to insurance error or clerk of court error).

Applicants for the position of Code Enforcement Inspector must pass all pre-employment tests, including a Police Department Oral Board Interview, a Background Investigation, a CVSA Examination, a Medical and Drug test. Applications must be received by 4:15 pm on the closing date. Testing may take up to six (6) months. If you fail any part of testing, your application will not be processed further;

you may reapply with the City one (1) year from the date you failed any part, unless otherwise stated.

This is a designated "Will-Call Recovery" classification in the City's Emergency Operations Plan and will require the employee occupying this position to work for declared emergencies. Attendance at National Incident Management System (NIMS) training at the appropriate level is mandatory.
