In this role, you will support the efforts of our clients—including cities, counties, regional authorities, state departments of transportation, transit agencies, and water, wastewater, and stormwater utilities—to identify appropriate infrastructure investments, develop funding and rate plans, and help implement recommended financing plans. Key tasks include leading projects that develop economic and financial models, benefit‑cost studies, pro‑forma financial projections, and financial models needed to support funding applications for grants and low‑interest loans.
You will collaborate with diverse teams at Jacobs, including grant writers, government relations, planners, engineers, economists, and resiliency specialists, to create technical analyses and support competitive federal and state grant applications. You will also help secure funding from the municipal bond market and assist with rate and fee increases.
- Lead funding strategy and financial planning projects to identify the appropriate mix of outside funding, debt, and equity for capital projects and ongoing O&M expenditures.
- Lead Capital Improvement Plan (CIP) prioritization studies and related studies to sequence municipal, regional, and state capital projects and related operating initiatives.
- Lead business case analyses, financial pro‑forma projections, benefit‑cost analyses, cost‑of‑service, rate and valuation models, and other economic and financial analyses in collaboration with junior team members.
- Lead economic and financial studies or tasks within larger multidisciplinary pursuits, including scope of work and fee estimates.
- Present findings of economic and financial studies to client staff and governing bodies.
- Training and significant experience in principles of economics and finance—business case analysis, benefit‑cost analysis, cost‑of‑service, rate‑making, and financial forecasting.
- Proven ability to lead multi‑disciplinary teams—including engineers, planners, economists, and scientists—within schedules and budgets.
- Strong writing skills, including developing and reviewing write‑ups of analyses.
- Experience in developing and documenting economic and financial analyses to support grant applications to State and Federal agencies (preferred but not required).
- Industry domain expertise and leadership in at least one primary sector of infrastructure (water, wastewater, stormwater, transportation, or other) demonstrated by:
- Participation in industry associations and committees.
- Published articles in recognized industry publications or presentations at conferences.
- Contributions to industry guidance documents or research studies.
- Notable project experience in leading financial and economic studies in the sector.
- Ability to train and mentor junior team members.
- Master’s degree in economics, finance, or related field and a minimum of 5 years of professional experience (5+ years preferred).
