What You’ll Do- Manage program financial performance, including forecasting, budgeting, and cash flow analysis.
- Oversee all phases of the contracting lifecycle: RFP review, risk assessment, compliance, administration, change management, and closeout.
- Ensure adherence to internal and external governance requirements for contracts and procurement.
- Provide proactive financial reviews and reporting to program leadership, including KPIs, earned value analysis, and variance assessments.
- Develop tools and processes for accurate cost tracking, revenue recognition, and contingency management.
- Coordinate with legal, finance, and operations teams to resolve contractual issues and ensure compliance.
- Lead invoicing processes, including validation of subcontractor invoices and lien waivers.
- Support ERP system integration and provide subject matter expertise on financial systems.
- Collaborate with geographically dispersed teams to ensure consistent financial and contractual practices.
- Assist in the recommendation of project-delivery methods and assist with procurement phases, as needed.
- Assist in the development of professional and construction services contracts as required to support the program and projects.
- Assist in the negotiation of contracts for professional and construction services for approval by the client.
- Coordinate, as needed, with the client’s financial/accounting staff and the Jacobs Project Controls group for funding, budget and cost reporting.
- Assist the Project Managers and their teams in providing cost reviews, analysis and documentation, as required.
- Assist the Project Managers and their teams in managing all phases of design and construction contract life cycles, from initial RFP reviews, contract risk assessments, insurance compliance, contract administration, change management, modification and amendment review, work-at-risk requests, and contract closeout.
- Assist in the recommendation of project-delivery methods and assist with procurement phases, as needed.
- MBA or equivalent advanced degree in Business, Finance, or related field.
- PMP certification.
- 10+ years of experience in project controls, contract management, and financial analysis for large-scale infrastructure or transportation programs.
- Proven track record managing diverse contract types (Firm-Fixed Price, T&M, Cost Plus, IDIQ).
- Advanced proficiency in MS Excel and project management tools (Primavera P6, MS Project).
- Strong analytical and problem-solving skills.
- Excellent communication and stakeholder management abilities.
- Experience supporting public sector clients in transportation or transit programs.
- Familiarity with design-build and design-bid-build contract structures.
- Expertise with ERP systems and financial reporting tools (Deltek Costpoint, Unanet, Oracle BI, Power BI, Tableau).
- Ability to lead teams and mentor staff in financial and contractual best practices.
