Overview

Larimer County is located in north central Colorado, encompassing 2,634 square miles and a population of about 371,000 residents. It is known for its geography (Rocky Mountains, rivers, foothills), year-round outdoor activities (300 days of sunshine), Colorado State University, and welcoming communities.

The health department’s Senior Emergency Preparedness & Response (EPR) Program collaborates with government agencies, healthcare organizations, and community partners to prepare for, respond to, and recover from natural disasters, technological failures, manmade crises, public health emergencies, and acts of terrorism. The Program also manages a branch of the Rocky Mountain Medical Reserve Corps and oversees the Health & Medical Services Branch (HMSB, formerly ESF-8) in the Larimer Regional EOC during disasters.

The Senior EPR coordinator will supervise 1 employee directly.

The standard work schedule for this position is Monday through Friday, 8:00 AM to 4:30 PM. During the initial six-month probationary period, telework may be allowed up to one day per week if business needs allow; after successful completion, telework may be up to two days per week depending on business plans and operational needs.

Responsibilities
  • Oversees the completion of local and regional deliverables as required in the state Public Health Emergency Preparedness (PHEP) contract.
  • Serves in a leadership role to support the HMSB’s efforts when the Larimer Regional EOC is activated for an emergency or disaster.
  • Participates in emergency planning and preparedness activities and exercises in conjunction with pertinent HMSB partners.
  • Acts as a subject-matter expert to HMSB partners regarding emergency-preparedness and response.
  • Develops, oversees, implements, and manages changes in program procedures and departmental policies to align with emergency preparedness best practices.
  • Exercises direct and indirect supervision over professional, technical, and support staff as assigned.

What We're Looking For
  • Hands-on experience establishing, maintaining, and strengthening successful working relationships with government entities, healthcare organizations, and community partners.
  • Leadership experience in responding to a variety of natural disasters, technological failures, manmade crises, public health emergencies, and acts of terrorism.
  • Experience in applying tenets of the Incident Command System in real-world disasters, as well as experience working in a city or regional Emergency Operations Center.
  • Knowledge of and real-world experience in using various technologies in disaster response-and-recovery efforts, including situational awareness platforms (WebEOC, Discord), alert/notification systems (CodeRED, Ready Op, HAN), communications (800MHz, Satellite Radio), scheduling (Sign Up Genius), GIS, and data management.
  • Experience in managing a volunteer-based, emergency-response team (or strike team), including recruitment, retention, training, and field deployment.
Qualifications

  • Graduation from an accredited college or university with a bachelor’s degree in public health, biology, environmental health, physical science, or a closely related field, required.
  • Five (5) years of professional experience at a state, county, or local public health agency, emergency preparedness, emergency management, or related field with duties similar to emergency preparedness and response, required.
  • Two (2) years of supervisory experience, required.
  • Certification in the Incident Command System (ICS 100, 200, 300, 400, 700, 800), required within six (6) months of hire.
