Job Description JOC SMEs identifies and fuse global indications and operational warnings (I&O) from all operational disciplines to draw conclusions, make inferences, and develop deep understanding spanning tactical to strategic relevance within their assigned portfolio. JOC SMEs use conclusions, inferences, and deep understanding to produce operational support products, drive battle rhythm events, collaborate with counterparts higher, adjacent, and subordinate organizations, inform current and future operations, and advise decision-makers.
JOC SMEs serve as the lead interface between higher, adjacent, and subordinate organizations and technical expert with primary analytical responsibility over their assigned portfolio and may mentor/ guide more junior operators. JOC SMEs demonstrates subject matter expertise in proven analytical techniques and current analytical tools. They demonstrate expert-proficiency in producing high-quality comprehensive technical and non-technical operational products (assessments, papers, presentations) and can prepare and present formal or informal briefings.
JOC SMEs will possess the technical expertise to control and manipulate multi-media display systems and video tele-conference systems to enable key leader meetings, as required. DUTIES AND TASKS. All JOC SMEs shall participate in critical and sensitive operational analysis and production in direct support of the planning and execution of current and future global special operations or other operations in support of higher headquarters priorities and the National Defense Strategy.
In coordination with the Contracting Office Representative, JOC SMEs shall conduct the following:
Planning, research, conduct, review, evaluation, and organization of operational analysis to support current or future operations. This will include capturing operational insights, setting up and providing input in appropriate knowledge and data management tools, as well as the management of Requests for Information. Production of Commander's critical operational information reports, briefings, and assessments based on their analysis, in the form of papers, presentations, and other media to both inform the command and to drive decision making.
This includes critical information and products for internal use and for dissemination to a community of interest and/ or higher, adjacent, subordinate operational organizations and other government organizations (in compliance with applicable operational standards). Identification of operational gaps, followed by the coordination for codification of those gaps into operational and/or collection requirements to meet current and anticipated operational needs, as well as the evaluation and submitting of operational response to requirements.
Monitor ongoing operations and programs to ensure synchronization of Operations Center and war fighting efforts and take appropriate actions expeditiously to meet enterprise directed suspense. Receive and process messages from the National Military Command Center. Manage the Emergency Management Notification System (EMNS) for the enterprise. Create, edit, and modify Emergency Messages to ensure the safety and well-being of 3,000+ command members in response to emergent situations (i.e. Inclement Weather, Active Shooter, Bomb Threat, etc.).
Utilize expert knowledge on Department of Defense operational plans and Special Operations Forces organization to support missions and communications planning and techniques. (U) Adhere to directives and practices governing the security management of a Sensitive Compartmented Information Facility and handling of classified material. PERSONNEL QUALIFICATIONS. All JOC SMEs under this contract shall possess, at a minimum, no less than five (5) years of operational/ Command and Control experience.
Additional qualifications required include:
The Contractor personnel shall possess and maintain a TOP SECRETI/SCI security clearance. JOC SMEs shall possess at least five (5) years of experience working for or with Special Operations units, such as USSOCOM, USASOC, AFSOC, JSOC or other agencies. JOC SMEs shall have at least five (5) years of experience in JOC and Command Center Operations (e.g., able to perform all JOC operational support functions that support the warfighter).
JOC SMEs must have at least four (5) years of experience preparing and delivering operational briefings at the Colonel to General (0-6 to 0-8) level. Comprehensive knowledge of interagency concepts and principles, Department of Defense military command and control operations, geographical areas of responsibility as it pertains to Combatant Commands, air land, and maritime combat operations at both strategic and operational levels, and Operational Reporting procedures.
Proficiency in JOC operations, Command Center functions, AMHS messages, recall procedures and deployment processes. Baseline understanding of Common Operational Picture (COP) Tools to maintain continuous JOC displays…
