Position Overview /DutiesThis is a Direct Hire Authority (DHA) announcement for a Supervisory Interdisciplinary (Chief, Quality Assurance Section) in the South Atlantic Division, Wilmington District, Engineering, Construction, and Planning Division, Construction Branch, SOCOM Area Office, Fort Bragg, NC.
Duties- This position serves as Section Chief in Area Office. The incumbent is responsible for supervision of the office engineering and technical support functions of the Area Office (AO), assuring contract compliance on all military and civil construction contracts under the jurisdiction of the Area Office. Participates and is actively involved in project scope, time, cost and quality issues to meet customer/partner expectations.
- Plans, organizes and supervises the technical support functions, including clerical work, for all construction contracts under Area Office. Technical functions include review of shop drawings, performance of quality assurance programs, supervision and inspection of mechanical, energy, electrical monitoring and other specialized systems.
- Responsible for receiving, logging, reviewing, and distributing technical shop drawings to the action office.
- Ensures testing laboratory personnel perform all applicable QA testing in accordance with contract and material requirements.
- Supports and completes all necessary tests on mechanical, energy, electrical monitoring and other specialized systems to ensure contract compliance.
- Responsible for planning and coordination of Area Office technical and safety training programs.
- Serves as Area Office Program Manager for competitive and non‐competitive small value construction/renovation projects, including coordination with other divisions in the District and various stakeholders.
Experience with ensuring subordinates are conducting and supporting pre‑final and final inspections of construction work and coordinating the efforts of technical staff in resolving design and construction issues to reach a successful resolution.
Other Conditions And RequirementsThis is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD, Section 9905 to recruit and appoint qualified candidates to positions in the competitive service.
Minimum Education RequirementEngineering: Bachelor's degree (or higher) in engineering. The program must: lead to a degree in a school with at least one program accredited by ABET. Degree must be documented on a transcript.
