Celestar Corporation is seeking a Senior Program Manager to support The U.S. Army Intelligence and Security Command (INSCOM) under the G3X/G2X Global Counterintelligence & Human Intelligence Analysis and Support Contract

• The PM manages project operations to ensure production schedules are met, system resources are utilized effectively, and that proper relationships are established between customers.
• Responsible for cost, schedule, performance and risk identification/mitigation on projects including but not limited to systems, tools, equipment, software, facilities and other activities.
• Coordinates resolutions to production-related problems.
• Advanced Microsoft 365 proficiency.
• Must have knowledge and experience with Intelligence Community Directives (ICD) related to their duties.
• Must be able to perform other duties, responsibilities, and activities as needed.
• Must be willing to undergo and successfully complete a counterintelligence-scope polygraph examination with No Deception Indicated (NDI) on a pre-appointment and periodic basis.

• A Project Management Professional Certification (PMP) or Certified Project Manager (CPM).
• A minimum of a Master’s degree in business, intelligence, or Science, Technology, Engineering, and Mathematics (STEM).

  Education:
  
  Completed one of the following:
  Intermediate Level Education (ILE), Senior Non-Commissioned Officer Academy (NCO), or other USG or IC equivalent.
• Completed one of the following:
  Graduate of a Military Intelligence Military Occupational Specialty (MOS) / Area of Concentration (AOC) producing course or IC equivalent.
• 15 full-time years in a management or leadership position.
• 10 full-time years in a Strategic Military Intelligence or IC role supporting CI, HUMINT, SR, or other sensitive/specialized intelligence activities.
• 5 full-time years of G-staff/action officer experience supporting an intelligence organization, to include maintaining accountability of staffing actions, organizing senior-level meetings and briefings, coordinating personnel actions, and disseminating information across the enterprise.
