Overview
The Senior Operations Analyst – Senior Strategic Planner / SOCOM DO will serve as a member of the Combatant Command (CCMD) Desk Officer (DO) Division, Global Integration Department (GI), Operations Integration Directorate, Defense Threat Reduction Agency (DTRA) and will manage lines of communication between DTRA and a CCMD to ensure a mutual situational understanding and alignment of Agency support capabilities with CCMD counter-threat requirements and gaps.

- Serve as a senior advisor to the Government on the conduct of DoD and Joint Staff policy development, Combatant Command (CCMD) coordination, and strategic/regional planning pertaining to security cooperation (SC) and counter improvised threat building partner capacity (BPC) initiatives
- Facilitate collaborative communication, information sharing and understanding, and operational planning actions across DTRA to support the combatant command (CCMD) and assist DTRA in shaping and managing bilateral and multilateral cooperative objectives
- Support the development of bi-lateral CCMD and interagency agreements to enable DTRA partnerships and CCMD support
- Maintain a common operating picture that sustains situational awareness of the CCMD’s plans, priorities, operations, activities, requirements, and investments, and the alignment of their requirements with planned and active DTRA support
- Provide expertise in the development, sustainment, and execution of high-level engagements for DTRA key and senior leaders, both CONUS and OCONUS, to support counter threat relationships and activities
- Support DTRA with oral and written communication with senior-level Defense officials and senior-level representatives from international partners and agencies to address countering emerging and evolving improvised threats
- Provide briefings, information papers, strategies, and planning documents, perform program management staff work, and support crisis action teams as required
- Demonstrated experience with joint operations and planning with an understanding how operations support strategy and strategic plans
- Demonstrated experience in the ability and skills to manage multiple projects, keep track of, or adjust, existing tasks while identifying new tasks and expectations as projects evolve
- Demonstrated ability to write clear, concise, and articulate correspondence with a focus on quality control and attention to detail; excellent oral and written communication skills geared towards senior executives
- Strong interpersonal and customer service skills that foster teamwork and create positive relationships with staff and principals
- Working knowledge of coordination requirements for the successful preparation and approval of reports, briefings, memoranda, and presentations
- Ability to prioritize, multi-task, plan, problem solve, and adapt in a fast-paced and strategic environment under minimal supervision
- Proficiency with MS Office applications (e.g., Word, PowerPoint, Excel, and Project)
Education and Experience:
- Master’s Degree from an accredited college or university;
Strategic Studies preferred. - A minimum of fifteen (15) years of DoD Policy and Agreements experience.
- Experience working in a time-sensitive environment with a high level of accountability.
Physical Requirements: Employee needs to be able to sit at a workstation for extended periods; use hand(s) to handle or feel objects, tools, or controls; reach with hands and arms; talk and hear. Most positions require ability to work with a computer for extended periods of time reading, reviewing/analyzing information, and providing recommendations, summaries and/or reports in written format. Must be able to effectively communicate with others verbally and in writing.
Employee may be required to occasionally lift and/or move moderate amounts of weight, typically less than 20 pounds. Regular and predictable attendance is essential.
Clearance Requirements: Must possess an active Top Secret security clearance and be eligible for immediate SCI nomination and indoctrination. Must be a U.S. Citizen.
Work Locations: Reston, Virginia or Fort Belvoir, Virginia.
