Budget Analyst – Foreign Military Sales (FMS) Support

Reports To: Senior FMS Analyst / Program Manager

The Budget Analyst provides financial and budgetary support to a Senior Foreign Military Sales (FMS) Analyst in the execution, monitoring, and reporting of FMS programs in accordance with DoD, DSCA, and Service‑specific financial management regulations. This role supports day‑to‑day budget formulation, execution tracking, reconciliation, and financial reporting across multiple FMS cases, ensuring accuracy, compliance, and timeliness.

• Assist the Senior FMS Analyst in tracking, analyzing, and reconciling FMS case funding, obligations, commitments, and expenditures.
• Support budget execution monitoring across multiple FMS cases, lines (LOAs), and funding sources.
• Maintain detailed budget trackers, obligation logs, and execution dashboards to support program decision‑making.

• Support development and review of FMS case financial documentation, including LOA‑related funding data and execution status.
• Assist with analysis of funding availability, burn rates, variances, and shortfalls.
• Support case reconciliation efforts between program offices, DFAS, and other stakeholders as required.

• Prepare recurring and ad‑hoc financial reports, briefings, and summaries for the Senior FMS Analyst, Program Manager, and Government stakeholders.
• Assist in identifying budget execution risks, funding deltas, and corrective action recommendations.
• Support financial data calls and audit‑readiness efforts.

• Assist in improving budget tracking tools, templates, and standard operating procedures (SOPs).
• Support meeting preparation, action item tracking, and financial documentation management.

• Bachelor’s degree in Finance, Accounting, Business Administration, Economics, or a related field.
• 2–5 years of experience in budget analysis, financial management, or program finance support.
• Familiarity with DoD financial management concepts (budget execution, obligations, expenditures).
• Proficiency in Microsoft Excel (formulas, pivot tables, tracking tools) and PowerPoint.
• Ability to analyze financial data and present findings clearly and accurately.
• Strong attention to detail and ability to manage multiple priorities.
• Active Secret clearance

• Experience supporting Foreign Military Sales (FMS), Security Cooperation, or DoD acquisition programs.
• Familiarity with DSAMS, DEAMS, GFEBS, or other DoD financial systems.
• Prior experience supporting senior analysts or government program offices.
• Experience preparing financial briefings for government stakeholders.
