Job Description
To coordinate delivery of a high‑quality library service and supervise the day‑to‑day operation of library buildings within designated areas. Provide excellent customer service, promote the aims of the library service, and deliver a range of services and activities in accordance with Council Policy, the Local Outcome Improvement Plan, the Libraries Team Plan, and customer‑service standards.
Responsibilities- Coordinate the daily operations of the library to deliver a quality, customer‑focused service.
- Provide supervision and direction to library staff, with responsibility for recruitment, training, development, and performance of staff and volunteers.
- Develop relationships and partnerships locally with other Council departments, community groups, schools and external organisations to identify opportunities for outreach and engagement.
- Work with staff to implement and promote a programme of events and activities for the library that attracts and meets the needs of the local community.
- Ensure the general safety and security of the building and that the necessary standards of health and safety are applied.
- Ensure that the financial and administrative procedures of the Council are accurately complied with.
- Supervisory and recent line‑management experience.
- Experience in library/information work or a similar sector.
- Minimum of 2 Highers.
- 6 SQA Standard Grades or equivalent at Level 3 or above.
- Experience of supervising a team.
- Experience of delivering services to specific audiences, e.g. Children & Young People.
- Experience of keeping statistics and maintaining accurate financial records.
- Excellent ICT skills using a wide range of applications, including digital and online tools.
- Experience of delivering excellent customer service.
- Experience of cash handling.
- Broad awareness of good practice and service developments in public libraries.
- Experience and understanding of community engagement and working with different groups and partners.
- Leadership and team‑working skills.
- Effective presentation skills.
- Effective written and oral communication.
- Adaptability to changing circumstances.
- Effective liaison and community involvement.
- Ability to work flexibly, across multiple locations, to meet the needs and demands of the service.
- Will be required to work evenings and weekends on a rota basis.
This post is considered to be a 'Regulated Role' under the Disclosure (Scotland) Act 2020. Under the Act it is a legal requirement for an individual undertaking a regulated role with children or protected adults to be a member of the Protecting Vulnerable Groups (PVG) scheme. Therefore the successful candidate will be required to join the PVG Scheme or undergo a PVG Scheme Update check prior to any formal offer of employment being made by Moray Council.
Closing Date: 16 January 2026
Starting Salary: £31,630.30 (£16.78 per hour, 36.25 hours per week). Applicants should note that this post is currently based at Forres Library, but this may be subject to change pending the outcome of a review of library services currently in process.
