The Business Analyst plays a critical role in evaluating business processes, supporting application implementations, optimizing system functionality, and providing ongoing ownership for assigned applications. This role partners closely with business stakeholders, IT teams, and external vendors to ensure applications meet operational needs throughout their lifecycle. The Business Analyst will support multiple initiatives, including new system implementations, in-flight projects, and existing applications that require enhanced oversight, optimization, and long-term ownership.
This position is both project- and operations-focused, requiring strong analytical skills, technical understanding, and the ability to work effectively in a regulated environment.
- Evaluate current business processes and application functionality to identify opportunities for improvement
- Serve as the functional business owner for assigned applications, including systems without existing IT ownership
- Translate business needs into clear, actionable requirements that support successful implementations and ongoing operations
- Support the full application lifecycle, including planning, implementation, optimization, maintenance, and continuous improvement
- Ensure solutions meet business needs, user expectations, and organizational standards
- Business Analysis & Requirements:
Gather, analyze, and document business requirements to identify opportunities for process and system improvement - Translate business requirements into well-defined user stories and functional specifications
- Bachelor’s degree in Business Analysis, Business Administration, Information Technology, Computer Science, or a related field
- Five or more years of experience as a Business Analyst, Systems Analyst, Product Analyst, or Quality Assurance professional
- Demonstrated experience with business and technical requirements analysis, validation, and testing
- Experience working in government, healthcare, or other regulated environments preferred

Required:
Provide any skills/experience that would be helpful for the candidate to possess but not required. Examples:
Previous supervisory experience, Web Logic experience helpful, etc. - Knowledge of Medicaid, SNAP, TANF, or other government programs
- Experience supporting enterprise or line-of-business applications
- Experience working with vendors and third-party software providers
- Experience writing SQL queries
- Familiarity with Agile, Scrum, or hybrid development methodologies
- Understanding of current IT technologies, tools, and terminology
