In the role of Northern CA Area Safety Manager, we'll count on you to drive SH&E program development, compliance, and field support across assigned projects and offices.

Responsibilities
  • Systematic assessment of site conditions and contract requirements to determine applicable US Federal rules and regulations (e.g., EPA, OSHA, DoD), as well as relevant state regulations and, where applicable, national and international industry standards.
  • Develop a comprehensive and integrated Project and Office SH&E Management System based on the HDR Corporate SH&E program, including SH&E policy development, planning, implementation and operation, checking and corrective actions, and management review processes to determine system effectiveness.
  • Assist project teams in developing project- and site-specific safety plans and JHAs; oversee subcontractor safety requirements, including sub safety prequalifications, safety plan reviews, Job Hazard Analyses, and field operation checks for HDR standards of work.
  • Provide direction and oversee Project Safety Managers and Safety Coordinators to ensure compliance with project contractual obligations.
  • Support Area SH&E staff in performing all related work activities, including development and implementation of project- and office-specific safety plans and assessment of routine and non-routine work.
  • Establish and maintain SH&E training proficiencies for all Area personnel, facilitating formal and awareness trainings in field and office locations.
  • Ensure completion of safety and environmental compliance audits and inspections, manage corrective and preventive actions, maintain compliance records, and report audit results to the Project Manager and HDR Corporate SH&E.
  • Establish and report leading and lagging safety performance metrics to Area Operations Management and HDR Corporate SH&E.
  • Coordinate environmental compliance sampling/testing as required by permits and regulations, including interface with external laboratories (sampling protocols, chain of custody, etc.).
  • Report environmental non-compliance notifications to appropriate agencies when contractually obligated and maintain required documentation and records.
  • Perform other duties as assigned by the Area Manager, Project Manager, Office Manager, and/or HDR Corporate SH&E Department Management.
  • Travel within the assigned geographic area of responsibility is approximately 50% to 70%.
Preferred Qualifications
  • Experienced and proven leadership skills to manage staff in support of SH&E requirements.
  • Working knowledge of US Federal EPA, OSHA and DoT regulations, as well as state and local regulations.
  • Possess current OSHA construction outreach trainer certification or ability to obtain within ~6 months of hire.
  • Proficiency with MS Office and Industry Safe.
  • Excellent verbal and written communication, organizational and interpersonal skills.
  • Strong understanding of Class 1 freight railroad and FRA safety standards; minimum 3+ years’ progressive experience preferred.
  • Certifications such as CSP, CHMM or CIH preferred and/or 5+ years Senior SH&E Management experience.
  • Experience with permit-required confined space entry compliance and operations oversight.
  • Experience supporting rope access operations.
  • Experience providing training on First Aid/CPR/AED, LOTO/COHE, Permit-Required Confined Space, Fall Protection, etc.
  • Strong preference for candidates located in California.
  • This position requires proof of US Citizenship.

Required Qualifications
  • Bachelor or Technical degree in Occupational Health, Safety, Industrial Hygiene or closely related field
