Manages, oversees, and supervises the daily operations of the Transportation Services Division including implementation of maintenance programs, traffic related improvements and construction, troubleshooting traffic signals, signal networking, intelligent transportation systems, signs and marking issues, and training. Directs, assigns, and inspects work assigned to supervisor and technicians. Develops the knowledge, skills, and abilities of subordinates to enhance their probability of success. Reports to the Assistant Director of Public Works/Transportation.
- Manages and oversees the daily operations of the Transportation Services Division including implementation of maintenance programs, traffic related improvements and construction, and troubleshoots traffic signals, signal networking, manages intelligent transportation systems, sign and markings issues, and training.
- Directs, assigns, and inspects work assigned to supervisory staff and technicians.
- Prepares the annual budget and monitors expenditures for the Transportation Services Division.
- Participates on project teams and transportation related organizations.
- Assists assigned staff with personnel issues including approving timesheets, time off requests, assigning training, and issuing uniforms.
- Performs administrative level duties including hiring and firing, work scheduling, and performance evaluations.
- Develops the knowledge, skills, and abilities of subordinates to enhance their probability of success.
- Interprets blueprints, schematics, engineering plans, town maps, and technical manuals.
- Adheres to the personnel, safety, and department policies and procedures.
- Assists other coworkers as needed.
- Performs other duties as assigned.
- A High School Diploma or General Equivalency Diploma (GED) is required
- Must have a valid state-issued driver's license and driving record must be in compliance with Town policy.
- Must have eight (8) years or more experience in traffic signals/signs.
- Must have four (4) or more years of supervisory or management experience.
- Must have experience in computer networking as related to Routers and Switches, preferably Mikrotik.
- Must possess two of the following an International Municipal Signal Association (IMSA) certifications:
- Traffic Signals Bench Level II
- Traffic Signals Field Level II
- Traffic Signals Construction Level II
- Traffic Signals Design/Engineering Level II
- Signs and Markings Level II
- Transportation Center Systems Specialists Level I
- Traffic Signal Inspector
- Roadway Lighting Level I
- Must be able to talk, read, see, walk, hear, and follow oral and written directives.
- Must be able to walk, bend, stoop, reach and climb.
- May be subjected to uneven and/or muddy terrain, noise and chemical exposure, work near live traffic and adverse weather conditions.

- Must have an extensive knowledge of the Texas Manual of Uniform Traffic Control Devices and the Federal Manual of Uniform Traffic Control Devices in relation to the operation and maintenance of traffic signals, signs, and markings.
- Must have knowledge in the use of Synchro Studio, ATMS systems software, Sign marking software, and other specialty software.
- Must have the ability to create clear and concise reports.
- Must have knowledge of Intelligent Transportation Systems and Networks.
- Must have the ability to read and comprehend reference books and technical manuals.
- Must have extensive troubleshooting knowledge of traffic signals, signs, markings, and networking.
- Must have knowledge in wireless radio communication, including system monitoring.
- Must have excellent managerial, supervisory, organizational, training, customer relations, public relations, mathematical, personnel management, and budgetary skills.
- Must have excellent communication skills, both oral and written.
- Must be able to exercise good judgment, make competent decisions, manage multiple projects, prioritize, and organize work assignments, meet deadlines, and work under pressure and stress.
- Must maintain a professional and pleasant demeanor at all times.
