Performs payroll processing and related administrative functions for the Town under general supervision. This position prepares payroll data, reconciliations, and reports for review and approval and supports accurate, timely, and compliant payroll operations. Serves as backup for the Accounting Technician.
- Processes bi-weekly payroll transactions, including balancing payroll input, preparing physical checks and ACH direct deposits, and posting payroll entries to the general ledger, subject to supervisory review.
- Reviews employee timesheets for accuracy, completeness, and proper authorization; escalates discrepancies or compliance concerns as appropriate.
- Inputs and maintains payroll data using the Town’s payroll and timekeeping systems, including new employee setup and payroll changes provided by Human Resources.
- Reconciles payroll and timekeeping system data and prepares reconciliation reports for review.
- Calculates and prepares payroll adjustments related to pay, leave, deductions, and employee benefits.
- Identifies potential pay irregularities and coordinates with departments and Human Resources to resolve routine issues; escalates complex or unresolved matters.
- Processes special payrolls in accordance with established procedures, including vacation buy-back, longevity pay, termination pay, uniform allowances, and other special pays.
- Prepares payroll reports and submissions for federal, state, and retirement agencies, including IRS, SSA, TMRS, and TWC, for review and filing.
- Prepares payroll schedules and supporting documentation for audits and information requests.
- Maintains employee payroll records, including earnings, deductions, special pays, and leave balances.
- Communicates payroll status, issues, and workload impacts to the Payroll Supervisor.
- Cross-trained to back up the Accounting Technician and performs other related duties as assigned.
- Adheres to departmental, personnel, and safety policies and procedures.
- Performs other duties as assigned.
- A High School Diploma or General Equivalency Diploma (GED) is required.
- Three years of payroll processing experience using computerized payroll systems, including compliance with applicable wage and hour and reporting requirements, is required.

- Ability to operate standard office equipment with good hand/eye coordination.
- Ability to sit, stand, and walk for extended periods.
- Occasional lifting or moving of materials up to 15 pounds with assistance as needed.

Desired Qualifications- An Associates or higher degree in accounting, finance or related area is preferred.
- Municipal payroll experience strongly preferred.
- Previous experience with Incode/Tyler and Time Clock Plus preferred.
- Must have extensive working knowledge of payroll administration to include Fair Labor Standards Act, Federal Income Contribution Act (FICA), Medicare, Internal Revenue Service, IRS Section 457 and Section 125, and other state and federal governmental reporting and requirements.
- Must have working knowledge of accounting budgetary methodologies.
- Strong written and verbal communication skills and the ability to work effectively with employees at all organizational levels.
- Proficiency with payroll and timekeeping systems.
- Must have excellent computer operation skills to include word processing and spreadsheets (Microsoft Word and Excel); operate 10 key with speed and accuracy.
- Must be able to understand and carry out oral and written directives; work well under pressure and stress; handle multiple tasks; prioritize and organize work assignments; maintain a pleasant and friendly demeanor at all times; and maintain confidentiality of confidential matters.
