Overview

This leadership and supervisory position is responsible for the oversight of the water and sewer field operations, specifically supervising the Utility Service Technicians I, II and III. This position ensures the daily work orders are distributed and completed in an accurate and timely manner. This position may also require a significant amount of routine manual labor involving general maintenance, construction, and manual labor activities.

This position works under the direct supervision of the Field Operations Manager and the general supervision of the Public Works Director.

Examples of Essential Job Functions

Assigns and assists in completing work orders for the Water and Sewer Department based upon priority, weather conditions and available staffing.

Monitors activities of field employees to assist in the preparation of performance evaluations.

Supervises and may assist in the maintenance, repair and installation of City water and sewer mains, installation and repair of new water and sewer services.

Supervises and may assist in the maintenance and installation of fire hydrants, valves and fittings.

Supervises and may assist in the installation of gravity sewer mains, laterals and manholes.

Supervises and may assist in the installation and maintenance of sewer pump stations and force mains.

Assists in monitoring control and maintenance of the inventory supply room; verifies work orders on a daily basis for accuracy; verifies physical inventory on a quarterly basis.

Reviews all departmental safety bulletins and safety materials provided by manufacturers, OSHA, other agencies as well as the City of Belleview’s Safety Committee; reviews safety policy and procedures with Water and Sewer employees; wears all required safety equipment and ensures that all safety procedures are followed.

Completes reports for employee activity, inventory control and equipment and vehicle maintenance.

Monitors SCADA system.

Supervises and assists in the setup of Maintenance of Traffic (MOT) when required.

Temporarily fills in for Field Operations Manager in their absence.

Service

Reports to work at the assigned time and place in the proper uniform with the assigned personal tools and equipment required to complete all essential and non-essential job functions; proceeds with job functions unless otherwise instructed or assigned.

Direct contact with city employees in repairing and maintaining water and sewer service.

Occasionally assists citizens, vendors and other City employees in person when they come to the job site.

Direct contact with city employees of other agencies or contractors employed by the city, in person, over the telephone, and through written correspondence.

Reading, understanding and completing work orders and other miscellaneous forms, both by hand and in the city’s computer system.

Bending, stooping, lifting, kneeling to manually install or remove water meters of various sizes for repair or replacement using a variety of pipes, wrenches, pliers, gaskets and other equipment; using shovels to dig and reach underground meters and pipes; ability to safely lift (with another crew member if necessary) meter boxes that can weigh up to 50 pounds for repair or replacement.

Working for long periods of time in a trench; digging, leveling and covering water and sewer pipe with a shovel; carrying water and sewer pipes weighing up to 50 pounds over uneven ground; bending, stooping, kneeling and lifting to clean and prepare pipe for installation; strength to install pipe by using a pry bar to force the pipe together; installing mechanical joint fittings by bending down in trench, seating rubber gaskets with a hammer, and tightening bolts by hand;

bending and twisting to reach tools, equipment and work; carrying fittings, weighing up to 50 pounds over uneven ground; operating loader and/or back-hoe digging trenches to cover or level excavated areas, load material on trucks, set manholes, and set valves and fire hydrants.

Turning water on or off for customers or other departments by locating meter and manually turning off valves using valve wrench; using a metal locator at times to locate meters that are hidden; reading meters; recording readings with hand-held system or on standard forms if necessary; checking water meter for correct reading and flow.

Ability to conduct meter tests to analyze and evaluate problems; checking accuracy of water meters by manually removing tester from the back of a truck and carrying it to the meter location; using both hands to…
