General Description
The Grant Administrator and Compliance Manager conducts research for both current and future grants for County projects and initiatives and assists the respective departments with completing grant applications for federal, state, and local funds. The role oversees the outcome of those applications, including approval from the Board of County Commissioners (BOCC) for applying, accepting, and executing grant awards. It involves hands‑on, detail‑oriented functions that manage, coordinate, and support grant administration and compliance operations.
The position identifies and develops strategies to optimize the grant administration process and exercises independent judgment in operational procedures, strategic planning, and the development of a coordinated grant‑related structure. Responsibilities include supervising, overseeing, and performing a variety of administrative and management functions. The typical schedule for this full‑time, exempt position is Monday through Friday, 8:00 AM to 5:00 PM and is located in Lecanto, Florida.
Functions
- Supervise, plan, and coordinate the work of assigned staff; review and evaluate employee performance, complete performance evaluations, counsel staff, and initiate commendations or disciplinary action when appropriate.
- Maintain grants; prepare informational reports; participate in grant agreements; provide program oversight to ensure compliance with fiscal policies and procedures in accordance with federal, state, and local laws, rules, regulations, codes, and/or statutes.
- Oversee or conduct training and technical assistance to County Departments and/or Divisions.
- Review potential funding opportunities; inform other Departments/Divisions of available grants; ensure that departments submit pre‑grant applications if they are interested in a grant opportunity; review, verify codes and approve invoices, journal vouchers, and monitoring instruments.
- Reconcile accounting records; update accounting programs/databases as needed; administer control over expenditures, financial reports, and budget amendments.
- Assists with the development of grant applications and proposals, program/project budgets; assemble and submit final application; obtain approval to apply from the BOCC or County Administrator; work with departments on program/project budgets, assemble, and submit the final application.
- Liaise with internal grant recipients and external federal, state, local and private funding agencies to ensure compliance with programmatic and fiscal requirements of applications and awards, including possible County match.
- Prepare agenda requests for grant approval to apply, award acceptance, contract amendments, budget resolutions and revisions by both the County and funding agencies, including all necessary documentation pertaining to grant‑funded projects, programs, services, and purchases.
- Monitor and oversee grant‑funded purchases, inventory, and disposition of equipment.
- Compile and make available to Funding Agency Monitor information needed to complete their assessment of grant dispersal and audits; work with granting agencies on grant management issues as needed.
- Create and implement forms and procedures for all phases of Management and Budget, Grant Division programs.
- Prepare monthly, quarterly, and final reports as required by governing agencies.
- Prepare End of Year (EOY) reconciliation and reports to Finance for submittal on the Schedule of Expenditures of Federal Awards (SEFA).

- Bachelor's degree or education and training equivalent to four years of college education in Accounting, Finance, Business Administration, Public Administration, or a closely related field.
