About the PositionKey Responsibilities as a Senior Manager – Division Leadership
- Provide executive leadership, management, and oversight of the Floodplain Management, Water Quality, and Engineering units within the Stormwater Environmental Utility Division.
- Oversee compliance programs including the Community Rating System (CRS) and National Pollutant Discharge Elimination System (NPDES).
- Ensure development and existing land uses meet or exceed local, state, and federal stormwater regulations through development review and compliance oversight.
- Oversee watershed management planning and implementation.
- Direct annual operating budget development, stormwater assessment fees, and Capital Improvement Projects (CIP).
- Collaborate with Finance to forecast funding, manage grants, and conduct cost and productivity analyses to ensure responsible use of funds.
- Maintain expertise in stormwater ordinances, including revenue collection, allocation, and allowable expenditures.
- Coordinate issue resolution and strategic initiatives across Stormwater divisions and County leadership.
- Keep leadership informed of operational and engineering impacts and emerging issues.
- Support strategic planning, succession planning, and fosters a culture of accountability, innovation, teamwork, and professional development.
- Attend regular Director’s Leadership meetings on behalf of the Stormwater Director.
- Assist Stormwater Director in negotiation of contracts and agreements.
- Manage consistent practice of procurement and contract management related activities.
- Support efforts and meets all timelines for APWA Accreditation.
- Ensure adherence to applicable local, state, and federal laws, regulations, policies adherence to the SEU Ordinance.
- Make presentations to citizen groups and the general public on behalf of the Stormwater Director in a clear and professional manner.
- Serve as second in charge spokesperson for stormwater related activities, advocating the County’s mission, vision, and values.
- Liaison for local, state agencies, Stormwater Environmental Utility Advisory Committee, engineering consultants, and contractors, and municipalities.
Standard business hours are Monday – Friday, 8:00 a.m. – 5:00 p.m.
About YouMinimum Qualifications
- Bachelor’s degree in engineering, Public Administration, Business Management or a related field AND eight (8) or more years of related experience.
- – OR – Master’s Degree in one of the above-mentioned fields AND six (6) or more years of related experience.
- – AND – Four (4) or more years of supervisory/management experience.
- A valid Florida Driver’s License is required at time of hire.
- Professional Engineer License (PE License).
- Hydrologic and hydraulic modeling knowledge.
- High level communication and public speaking skills.
- Experience with engineering, CRS, NPDES, stormwater management, flood plain management, water quality, maintenance, and job-related field.
- Experience managing operating budgets, contract negotiations, and vendors.
- Experience in Engineering, flood plain management, water quality design, Flood Wise, BMPTrains.
- Subject to Passing Substance Screening:
This position is subject to passing a pre-employment substance screening. An applicant who fails to pass a required drug screening test shall be disqualified from employment for a period of five (5) years.
