manage and lead the project finance section, which provides strategic financial solutions, analysis, and reporting to advance transportation projects. Responsibilities include toll revenue projection and allocation, administration of the state infrastructure bank (sib) program, financial management of innovative financing methods including, but not limited to, public-private partnerships (p3s), and preparation of major project financial plans. Additionally, oversee coordination of financing through the florida department of transportation financing corporation.

supervise the preparation and maintenance of financial data for the department’s toll facilities and managed lanes. Ensure toll revenue allocations are accurate and reflect the current financial status of each facility.

oversee the management of the state infrastructure bank (sib), a revolving loan and credit enhancement program used to provide loans and other assistance to public and private entities for infrastructure projects eligible for assistance under state and federal law.

manage and coordinate staff in developing and implementing project-specific transportation finance strategies, such as public-private partnerships (p3) and the transportation financing corporation. Assess and recommend additional innovative financing solutions as requested.

ensure that all major project financial plans are prepared and finalized in a timely manner, fully compliant with federal requirements, and accurately represent the project’s cost estimates and revenue structure.
