Job Summary

The Office of Information Technology (OIT) is seeking an independent Project Manager with strong communication and organization skills. The Project Manager must follow State, Department, OIT and Application Services processes and procedures, be a Certified Project Management Professional (PMP) with PMI, maintain up‑to‑date Agile skills, hold an Agile discipline certification (Scrum, SAFe, etc.), understand Oversight Project Management responsibilities, possess strong business analysis skills, and be familiar with IT State procurement methods.

Knowledge of Rule 60GG‑1, F.A.C. and other oversight standards is required. Extensive experience with project management methodologies, tools, resource and change management, and the ability to perform dual roles of Project Manager and Business Analyst are essential. Successful candidates will manage multiple large and/or cross‑functional projects of medium to high complexity that significantly impact the enterprise.

Requirements
  • Certified Project Management Professional (PMP) with PMI
  • Current Agile certification (CSM, CSP, PMI-ACP, SAFe, Scaled Agile, DaD, or equivalent)
  • Degree in Computer Science, Information Systems, Business Administration, Communications or related field (preferred)
  • Knowledge of Rule 60GG‑1, F.A.C. project management and oversight standards
  • Strong business analysis skills and understanding of IT State procurement methods
  • Experience with project management methodologies, tools, resource management and change management techniques
  • Experience managing multiple large/cross‑functional projects of medium to high complexity
  • Familiarity with Microsoft Azure Dev Ops or other agile management tools
Responsibilities
  • Manage projects in a hybrid Agile/traditional environment
  • Understand and communicate project and technical goals to team members, business partners, and leadership
  • Maintain the product backlog and participate in release planning activities
  • Create and update project management documentation and deliverables
  • Facilitate project meetings and document project status, issues, risks, assumptions, and decisions
  • Maintain the project documentation repository and present at meetings
  • Collaborate daily with team members and SMEs to enable agility, flexibility, and consistent communication
  • Ensure compliance with reporting and documentation requirements outlined in DMS‑FLDS, Chapter 60GG‑1, 60GG‑2, and 60GG‑5, F.A.C.12
  • Perform other duties as assigned

  • Apply Agile and traditional (Hybrid) project management practices
  • Maintain product backlog and perform critical thinking in strategic and tactical activities
  • Apply PMBOK knowledge and various procurement contract types
  • Use risk assessment and mitigation tools
  • Coordinate and manage projects, resources, cost, work, and vendor performance at a high level
  • Prioritize work, set short‑ and long‑term goals, and accurately estimate task time requirements
  • Implement project planning, organization, coordination, and prioritization; apply ideologies and tools in practice
Business and Technical Analysis
  • Understand system development life cycle principles and techniques
  • Produce functional documentation capturing all business requirements, processes, and inputs/outputs
  • Analyze and define processes and workflows to design efficient solutions
  • Document requirements for maintenance, enhancement, or development of computer application systems
  • Evaluate data outputs, identify system problems, and communicate technical information verbally and in writing
  • Perform QA reviews and provide feedback to ensure standards are met and documents are comprehensive
Additional Skills
  • Proficiency with Microsoft Azure Dev Ops or other agile management tools

  • Customer‑focused requirement documentation and independent performance in absence of staff
