Job Description:

Bachelor’s or Master’s Degree in Computer Science, Information Systems, or other related field. Work experience can substitute on a year for year basis for the degree.

Experience:

Candidates with resumes reflecting experience with Azure cloud will be given preference.

Job Specific Knowledge, Skills, and Abilities (KSAs)
  • Advanced knowledge of Object-Oriented Programming and its application in building scalable, maintainable full-stack solutions.
  • Strong experience with back-end development in Microsoft .NET (C#, ASP.NET Core), RESTful APIs, and integration with relational databases such as Azure SQL Server.
  • Skill in creating seamless user experiences, including implementing UI/UX best practices, accessibility standards (WCAG), and optimizing performance for web applications.
  • Ability to develop and deploy cloud-based applications in Azure, leveraging services for scalability and reliability.
  • Experience with relational database design and development, including writing efficient queries and working with ORM frameworks like Entity Framework.
  • Skill in translating business requirements and wireframes into functional, user-friendly applications, ensuring usability and responsiveness across devices.
  • Familiarity with data exchange formats (JSON, XML) and integration with APIs for dynamic, interactive interfaces.
  • Knowledge of agile development methodologies, including iterative design and rapid prototyping for UI enhancements.
  • Ability to create and execute test plans, including functional and UI testing, and ensure quality assurance throughout the development lifecycle.
  • Strong communication and collaboration skills, with the ability to work closely with designers, business analysts, and QA teams to deliver exceptional user experiences.
  • Ability to manage multiple priorities, work independently, and contribute effectively as part of a cross‑functional team.
  • Ability to integrate research and best practices into problem avoidance and continuous improvement.
  • Ability to display professionalism in dealing with all levels of management and staff.
  • Ability to exhibit creativity and resourcefulness at problem solving while collaborating and working effectively with others across varied disciplines.
  • Ability to develop and manage information systems documentation in accordance with the Department’s standards.
  • Knowledge of financial systems such as People Soft ERP.
  • Experience in coordinating with Business Analysts to capture business requirements.
  • Ability to bridge the gap between technical and business language.

  • Knowledge of the Florida Accounting Information Resource (FLAIR) system and budget management.
  • Knowledge of the Florida Department of the client’s Financial Management (FM) system, including Work Program Administration, Project Costing, Federal Aid and Federal Billing subsystem details and interfacing methods.
  • Knowledge of mainframe computer systems and supporting software such as Customer Information Control System (CICS), Time Sharing Option (TSO), and Interactive System Productivity Facility (ISPF).
  • Scope

    Background:
    As a result of the Department's efforts to re-engineer and modernize core financial systems, there has been over 1,500 computing assets identified as performing some level of financial planning, analysis, and management functionality that are impacted by the State of Florida’s accounting system. The Florida Planning, Accounting, and Ledger Management (PALM) project is a multiyear endeavor to replace the State of Florida's accounting and cash management systems with a modern financial management solution.

    The Florida PALM Project is targeted to replace Central, Payroll, and Departmental FLAIR functionality, with go-live scheduled for January 2027.

    The 1,500+ computing assets are comprised of interfaces, enterprise applications, databases, automated processes, and reporting programs within the client that will require remediation due to:

    • Adoption of the Florida PALM Standardized Business Process Model.
    • Transition to the Florida PALM Chart of Accounts values.
    • Replacement of Central, Payroll and Departmental FLAIR functionality.
    • Redevelopment of agency incoming and outgoing interfaces to the statewide accounting system.
    • Implementation of Information Warehouse data to support agency specific reporting requirements.
