Job Description:

The client is seeking an experienced IT Business Consultant to support the remediation, modernization, and integration of complex financial systems with the statewide Florida PALM platform. This role serves as a key business relationship manager, responsible for gathering, analyzing, documenting, and communicating business and technical requirements for enterprise-level financial applications.

The consultant will work closely with business leaders, developers, project managers, and cross‑functional stakeholders to create high‑quality documentation, process maps, functional specifications, and user stories. This position also supports testing, validation, and AI‑assisted requirement extraction activities. Azure Dev Ops will be used to manage work items, documentation, and delivery.

Primary

Duties & Responsibilities Requirements Elicitation & Analysis

• Conduct business and technical requirements gathering for financial system remediation or replacement aligned with Florida PALM integration.
• Collaborate with business, project managers, and technical teams to understand functional and non‑functional requirements.
• Use AI‑based tools to extract and summarize requirements from legacy applications.
• Translate business needs into semi‑technical specifications aligned with agency standards.

Documentation & Process Mapping

• Develop BRDs, Functional Specifications, User Stories, and Acceptance Criteria.
• Create detailed workflow diagrams, process maps, and data flow diagrams.
• Document system interactions, integration points, and module dependencies.
• Produce precise and high‑quality documentation supporting traceability.
• Partner with developers and UX teams to define user interface requirements.
• Ensure the design is responsive, accessible, and user‑friendly.

Testing & Quality Assurance

• Develop test plans, test cases, and acceptance criteria.
• Participate in system testing and user acceptance testing activities.

Tools, Governance & Delivery

• Manage work items and testing artifacts using Azure Dev Ops.
• Support CI/CD practices and standard development lifecycle processes.

Required Knowledge, Skills & Abilities Business & Technical Analysis

• 7+ years of business/technical analysis in enterprise environments.
• 5+ years leading cross‑functional teams to develop business requirements.
• Strong experience in analyzing and interpreting large datasets.
• Expertise in process mapping, workflow design, and data modeling.

Technical Writing & Documentation

• 5+ years of experience creating BRDs, FSs, User Stories, and ACs.
• Strong ability to write clear documentation for both business and technical audiences.
• Skilled in developing flowcharts, diagrams, and visual models.

Systems, Data & Integration

• 3+ years of experience with batch processing, ETL, or enterprise scheduling.
• 3+ years testing high‑volume data integrations or financial transactions.
• Good understanding of system interfaces, APIs, and financial system integration.

Tools & Emerging Technologies

• 1+ year using Azure Dev Ops for requirements, work items, and testing.
• 1+ year using AI tools for requirements extraction or automation.
• Familiarity with CI/CD and SDLC standards.

• 3+ years working with financial business systems (grants, cost allocation, reporting).

• Understanding of data governance, audit controls, and financial regulations.

Education & Certifications

• Bachelor’s or Master’s in Computer Science, Information Systems, Business Administration, or related field OR equivalent experience.

Preferred Certifications

• IIBA: CBAP / CCBA
• Certifications in data analytics, automation, or AI tools (plus)
