LOCATION:

STATEWIDE

This is a full-time Career Service Position, working 40 hours per week.

Regular business hours are 8:00am-5:00pm EST, Monday to Friday.

If selected for hire, current DCF employees will be compensated in accordance with the DCF salary policy.

POSITION DESCRIPTION

This is a highly responsible position requiring extensive knowledge of policy analysis and human trafficking in Florida. The incumbent will play a pivotal part in shaping and advancing policies that directly impact the well-being of human trafficking victims and survivors.

  • Develop and apply the policies, procedures, and programs governing the agency.
  • Read, understand, apply complicated and detailed regulations, and policy directives, including reading and analyzing proposed legislation to determine impact to the Department.
  • Establish and maintain cooperative working relationships with community stakeholders.
  • Prepare clear, concise, and accurate records and reports.
  • Demonstrate ability to work independently.
  • Demonstrate ability to create project plans and meet timelines and deadlines.
  • Collaborate with cross‑functional teams to research, develop, and analyze human trafficking policies, ensuring they align with best practices and the evolving needs of the community.
  • Apply lived experience to provide insights into the practical implications and potential challenges of proposed policies.
  • Act as a liaison between the organization and individuals with lived experience in human trafficking, ensuring their voices are heard in policy discussions.
  • Engage with government agencies, advocacy groups, and community stakeholders to build alliances and influence policy decisions.
  • Assess the effectiveness of existing human trafficking programs and policies, identifying areas for improvement based on your unique perspective and understanding of the system.
  • Develop and deliver training programs to educate internal staff, external partners, and policymakers about the realities and nuances of human trafficking from a lived experience perspective.
  • Conduct in‑depth research on trends, best practices, and innovative approaches in human trafficking policy, utilizing data to inform evidence‑based recommendations.
  • Analyze demographic data to identify disparities and inequities within human trafficking, proposing strategies to address them.
  • Participate in community outreach initiatives to connect with families, individuals, and organizations affected by human trafficking, fostering a collaborative and inclusive approach to policy development.

Knowledge, Skills, and Abilities Required for the Position:

This position requires knowledge of human trafficking programs and policies, including applicable Florida Statutes, Administrative Codes, and operating procedures. The incumbent must have the ability to compile, organize, and analyze data; assess program performance and quality of services provided to clients; and evaluate outcomes. Strong verbal and written communication skills are required, along with the ability to establish and maintain effective working relationships and function collaboratively as a member of a team.

MINIMUM QUALIFICATIONS :

  • Bachelor’s degree or higher in Social Work or a related field from an accredited college or university is required. Relevant professional experience may substitute for the required education on a year‑for‑year basis.
  • Applicants must be prepared to provide proof of education, including a copy of their degree or diploma, or official transcripts in a sealed envelope upon request. All documents must be in English, clear, legible, and display all required signatures and pertinent details. Foreign degrees must be evaluated by a recognized credentialing service to verify U.S. equivalency. Any associated costs are the responsibility of the applicant.
  • A minimum of two (2) years of professional experience working as an advocate and/or policy analyst is required.
