Overview
The Bureau of Field Operations is responsible for the survey and certification process of health care facilities across the State of Florida. These surveys ensure that all state-licensed, and federally certified health care facilities meet the established state and/or federal requirements and patients and residents receive safe, quality health care. Field Operations staff also ensure the safety of residents in health care facilities when emergencies such as natural disasters occur.

The incumbent will document findings and complete written reports of survey findings and may be required to perform surveys as an individual, team member, or team leader. This position has been identified as mission essential and may require work during weekends, holidays, or disasters as needed.
The Work You Will DoThe primary function of the Registered Nurse Specialist is to conduct inspections utilizing an established survey process. The survey process includes evaluation of health care facilities for state licensure and federal certification requirements for participation under Medicare/Medicaid. The incumbent will document findings and complete written reports of survey findings. The incumbent may be required to perform surveys as an individual, team member or team leader.
The position may require extensive travel, including significant overnight travel.
As assigned by management, this position is required to successfully complete the Surveyor Minimum Qualifications Test within the first 12 months of employment as required by Sections 1819(g)(2)(c)(ii) of the Social Security Act, as amended, and Article IV(B) of the Agreement pursuant to Section 1864 of the Social Security Act.
This position has been identified as mission essential. The incumbent in this position may be required to work during the weekend or on holidays and during disasters to include work before, during, and/or beyond normal work hours or days in the event of an emergency. Emergency work may involve working in another county or staffing location to assist other State Agencies with emergency work.
Emergency duties may include, but are not limited to, responses to or threats involving any disaster or threat of disaster, man-made or natural.
Knowledge
: nursing principles, practices and techniques; human anatomy and physiology; state licensure and federal certification survey requirements; methods of compiling, organizing and analyzing data.
Abilities
: develop and implement various programs monitoring methodologies and techniques; understand and apply applicable rules, regulations, policies and procedures; prioritize workload; plan, organize and coordinate work assignments; establish and maintain effective working relationships; communicate effectively.
Skills include oral communication, attentive listening, interview procedures, team dynamics, and performance evaluations/reviews. Ability to utilize microcomputer equipment and software to enter, retrieve and manipulate data required to perform supervision of division licensure and certification functions. Ability to travel with or without accommodations. Ability to lift up to 25 pounds on a regular basis (laptop computers, manuals, etc.) with or without accommodations.
MINIMUM QUALIFICATIONS REQUIREMENTS
Licensure as a registered professional nurse in accordance with Florida Statute 464 and two years of professional nursing experience is required.

Licensure as a Registered Professional Nurse in accordance with Florida Statute 464 or eligible to practice nursing in accordance with Florida Administrative Code 64B9-3.
