Under the general supervision of an Environmental Manager, performs independent professional environmental work as related to the Onsite Sewage Treatment and Disposal System Program (OSTDS) as assigned countywide (Dade City and/or Summit offices). This entails planning and directing work to ensure permitting quotas are met and all aspects of the Florida Administrative Code (FAC) and the Florida Statutes (FS) are complied with as they relate to the OSTDS Program.
May require back-up for other offices at other geographical locations to perform OSTDS work and/or I/M, pumper and commercial facility inspections. The incumbent of the program is responsible for all the advanced and specialized aspects of the programs i.e., nonstandard vs. standard OSTDS systems, variances, and enforcement actions; and requires minimal supervision.
Prepares permit conditions and performs advanced site inspections of OSTDS systems which include standard, performance-based, innovative, alternative and aerobic onsite sewage treatment and disposal systems. Conducts advanced site inspections of permitted facilities including I/M Zone facilities, lime stabilization sites, septic disposal services and port-o-let companies. Reviews and evaluates the designs of proposed facilities to determine compliance with the department rules and regulations.
Develops departmental position on these actions in consultation with appropriate offices and management. Prepares standard operating procedures and troubleshooting procedures for use in the operation of field analytical equipment. Represents the department in meetings with other state agencies and performs environmental health program development by participating in rule development and revision meetings/hearings. Prepares and evaluates variance applications for submission to the DOH Environmental Administrator of Onsite Sewage Programs and the State Variance Board.
Represents the department in meetings with clients and interprets FAC and/or FS requirements so as to assist them in the preparation of applications for OSTDS permits, ensuring that proper materials, layout, construction and procedures will be used to obtain compliance with codes.
Initiates enforcement activities relating to the OSTDS Program, including the preparation of Official Notice to Abate, Notices of Intended Action, and Citations for Violation (as directed), Onsite Sewage Programs/Sanitary Nuisance. Coordinates other enforcement actions, including informal conferences with violators and administrative and/or judicial functions when necessary to achieve compliance in accordance with the FAC and/or the FS. Assists in evidence gathering to include, but not limited to, photographs, inspection reports, and determination of ownership, written documentation of conversations with parties’ involved and personal observation.
Represents the department at administrative pre-hearings and hearings, and at civil and criminal court proceedings.
Performs related work as required. Maintains CEU’s and certification for the OSTDS and/or Food Service Program. Completes all mandatory training as required/instructed. May need to assist with conducting other Comm. Environmental Health Program inspections (as needed).
