General Description

The Grant Administrator and Compliance Manager conducts research for both current and future grants for County projects and initiatives and assists the respective departments with completing grant applications for federal, state, and local funds, oversees the outcome of those applications including approval from the Board of County Commissioners (BOCC) for applying, accepting, and executing grant awards.

Performs hands-on, detail-orientated functions that manages, coordinates, and supports grant administration and compliance operations. Identifies and develops strategies to optimize the grant administration process and exercises independent judgment in operational procedures, strategic planning, and development of coordinated grant-related structure. Responsibilities include supervising, overseeing, and performing a variety of administrative and management functions.

The typical schedule for this full-time, exempt position is Monday through Friday 8:00 AM to 5:00 PM and is located in Lecanto, Florida.

Essential Functions
  • Supervises, plans, and coordinates work of assigned staff. Reviews and evaluates employee performance and completes performance evaluations. Counsels staff and initiates commendations or disciplinary action when appropriate.
  • Maintains grants, prepares informational reports, participates in grant agreements, provide program oversight to ensure compliance with fiscal policies and procedures according to federal, state, and local laws, rules, regulations, codes and/or statutes.
  • Oversees or conducts training and technical assistance to County Departments and/or Divisions.
  • Reviews potential funding opportunities; informs other Departments/Divisions of available grants. Ensures that departments submit pre-grant applications if they are interested in a grant opportunity. Reviews, verifies codes and approves invoices, journal vouchers, and monitoring instruments.
  • Reconciles accounting records, updates accounting programs/databases as needed, and administers control over expenditures, financial reports, and budget amendments.
  • Assists with the development of grant applications and proposals, program/project budgets, assembles and submits final application. Obtains approval to apply from the BOCC or County Administrator. Works with departments on program/project budgets, assembles, and submits final application.
  • Liaise with internal grant recipients and external federal, state, local and private funding agencies to ensure compliance with programmatic and fiscal requirements of applications and awards, including possible County match
  • Prepares agenda requests for grant approval to apply, award acceptance, contract amendments, budget resolutions and revisions by both the County and funding agencies to include all necessary documentation pertaining to grant funded projects, programs, services, and purchases.
  • Monitors and oversees grant funded purchases, inventory, and disposition of equipment.
  • Compiles and makes available to Funding Agency Monitors information needed to complete their assessment of grant dispersal and audits; works with granting agencies on grant management issues as needed.
  • Creates and implements forms and procedures for all phases of Management and Budget, Grant Division programs.
  • Prepares monthly, quarterly, and final reports as required by governing agencies.
  • Prepares End of Year (EOY) reconciliation and reports to Finance for submittal on the Schedule of Expenditures of Federal Awards (SEFA).
  • Performs other duties as required.
Minimum Requirements

Education, Training, and Experience
  • Bachelor's degree or education and training equivalent to four years of college education in Accounting, Finance, Business Administration, Public Administration, or closely related field.
  • Minimum of three (3) years grant administration work experience.
Skills and Abilities
  • Knowledge of grant administration and compliance principles, including applicable federal, state, and local requirements.
  • Ability to review, analyze, and prepare grant-related financial, programmatic, and compliance documentation.
  • Ability to organize, prioritize, and manage multiple grants, projects, and deadlines accurately.
  • Ability to supervise, train, and evaluate staff and provide guidance related to grant administration processes. Requires ability to maintain courteous and effective relations with County staff, elected officials, community interest groups and the public.
