Pasco County Planning and Development department is currently seeking a Sr. Planner to join the team! The role of Sr. Planner involves advanced and responsible professional planning work of complex specialized projects and studies with a minimum of supervision.
Assists in directing and managing all activities and responsibilities for the creation of a new Comprehensive Plan and Land Development Code for Pasco County including managing the planners and consultants involved. Prepares comprehensive plan elements and amendments, special area reports and projections on the basis of data, changing conditions and policy direction. Programs and monitors the development, planning, regulatory review and form based design control and economic development strategies for special planning areas and large scale projects.
Analyzes and evaluates pertinent data and plan development. Correlates a variety of statistical and planning data for the Comprehensive Plan. Confers with County and municipal officials and the general public. Plans, develops, and conducts special studies relative to land use and occupancy; street, road, and arterial activity center location and usage; water and sewage facilities; multimodal transportation systems; and recreational and cultural needs of the County.
Interprets and communicates to others the function and intent of State, regional, and local land use laws, rules, and regulations. Prepares and delivers speeches to business, professional, civic, and neighborhood groups and associations. Plans, organizes, and reviews the work of subordinates as needed. Performs related work as required. Senior Planners may be assigned a specialty area of focus from the defined job functions.
MANAGEMENT
Provides quality assurance/quality control activities for Department-produced planning documents. Utilizing appropriate measurements and analysis to track progress and define success. Identifying opportunities and solutions for process improvement. Supports Executive Planner with resource leveling, program execution, financial balancing, and contract management.
- Knowledge of the principles and accepted practices of public planning.
- Knowledge as to methods of collection and analysis of planning data and experience in the preparation of planning reports and studies.
- Ability to and experience will presenting ideas and findings clearly and concisely in both written and oral form to community-at-large, Board members, stakeholders and other audiences.
- Ability to plan, with strong organizational and communication skills, and supervise the work of subordinates.
- Ability to establish and maintain an effective working relationship with subordinates, superiors, other County departments, community officials, citizens and State and Federal officials.
- Ability and experience addressing civic organizations and committees.
- Ability to operate a personal computer and presentation software.
- Demonstrated ability to plan and execute complex projects with specific deadlines involving multiple teams.
- Ability to foresee the entire projects as a whole and anticipate potential disruptions and possess effective skills to minimize potential impacts on the process using tools for project management like Smartsheet, MS Project or other reporting tools.
- Knowledge of and experience with Performance Based Codes, Form Based Codes, New Urbanism and Incentive Based Codes including identifying the most appropriate type of code needed for a particular location and conditions.
- Ability to take Market Area Plans and draft regulations with incentives to implement plans.
- Ability to research Best Practices and examples of excellent codes that work and draft text that is applicable to Pasco County conditions and acceptable to stakeholders.
PHYSICAL
SKILLS:
Ability to communicate effectively using verbal, written and visual communication.
Graduation from an accredited college or university with a Master's Degree in urban planning or a related field and four (4) years of professional experience in urban planning, urban design and/or economic development. Experience in planning, programming and processing applications for large scale projects and area plans. Specialties in experience may be focused in Comprehensive Planning, Urban Design and Transit Oriented Design, and/or Economic Development and Redevelopment.
LICENSES,CERTIFICATIONS OR REGISTRATIONS
Must possess a valid Florida driver's license. AICP preferred.
