Requirements and Preferences
The Broward County Board of County Commissioners is seeking qualified candidates for a Natural Resources Specialist – Part‑Time to support the Environmental Permiting Division.
This is a Part‑Time (19 hour per week) entry‑level professional training position performing regulatory compliance and monitoring work in the National Pollutant Discharge Elimination System (NPDES) Municipal Separate Storm Sewer System (MS4) and Non‑Domestic Wastewater Program. The position performs environmental work enforcing the provisions of environmental ordinances as well as participating in natural resource enhancement and protection efforts.
General Description
Performs professional environmental work enforcing the provisions of environmental ordinances and participates in natural resource enhancement and protection efforts. Works under general supervision, independently developing work methods and sequences.
Minimum
Education and Experience Requirements:
Requires a Bachelor’s degree from an accredited college or university with major coursework in chemistry, geology, biology or environmental science or a closely related field.
Requires six (6) months of experience in natural resource protection based on the area of assignment or closely related experience.
Special Certifications and Licenses:
Must possess and maintain a valid Florida Class E driver’s license for the duration of appointment.
Preferences:
- Master’s degree in environmental planning, environmental science, biology, ecology, natural resources management or a closely related field.
- PhD degree in environmental planning, environmental science, biology, ecology, natural resources management or a closely related field.
- OSHA Hazwoper Certification.
- Florida Erosion and Sediment Control Certificate.
- 1 year experience in field sampling and collection.
- 1 year experience in field inspection techniques and reporting.
- 1 year experience in local or state rules and regulations regarding water resources and/or environmental resources permitting.
- 1 year experience in POSSE.
- 1 year experience in state or federal databases (OCULUS, PA, or RegDB).
- 1 year experience in GIS.
- Performs proactive and reactive inspections and enforcements of non‑compliance activities to reduce point source and non‑point source pollution from industrial, commercial, transportation, and residential activities. Collects samples for compliance and enforcement.
- Evaluates and interprets chemical, marine, laboratory, ecological, and biological data related to NPDES‑MS4 permits, Non‑Domestic Wastewater licenses, compliance inspections, enforcement actions, and natural resource enhancement and protection projects.
- Coordinates between the Domestic Wastewater Program, Surface Water Management Licensing program, Wetland Mitigation program, and State NPDES‑MS4 Permit requirements.
- Reviews environmental license applications for consistency with federal, state, and local environmental laws and regulations; reviews and processes cooling tower license applications.
- Updates and maintains databases and spreadsheets related to permitting processes; generates permitting processing reports; sends timely notices of submittal to permit and license reviewers; assists with ArcGIS needs.
- Develops manuals, guidelines, and procedures for implementing licensing programs; prepares written reports and correspondence; assists in maintaining enforcement cases.
- Assists the Water and Environmental Licensing section in making publicly available files ADA compliant.
- Performs public outreach on surface water quality issues and corrective actions.
- Stays abreast of current environmental technology and EPA, State, and local regulations.
- Performs related work as assigned.
Physical Demands
Performs light work that involves walking or standing most of the time and involves exerting up to 20 pounds of force on a regular basis. Requires skill, adeptness, and speed in using fingers, hands, or limbs on repetitive operation of mechanical or electronic office equipment or tools within moderate tolerances or limits of accuracy.
