ENVIRONMENTAL CONSULTANT -

ENVIRONMENTAL CONSULTANT ) Clean Water State Revolving Fund Program Division of Water Restoration Assistance. The Division of Water Restoration Assistance is seeking an Environmental Consultant for the Clean Water State Revolving Fund Program. This position will be involved with implementing the State Revolving Fund Loan Program authorized under Title VI of the Clean Water Act, Section 1452 of the Safe Drinking Water Act, Chapter 403.1835, F.S., Chapter 403.8532, F.S., and the Small Community Wastewater Construction Grants program authorized under Chapter 403.1838, F.S.

The incumbent will primarily provide technical review and approval of asset management plans, facilities plans, plans & specifications, and construction oversight. The work requires 40‑hour work weeks, Monday through Friday, and presence on site between 9AM – 3PM.

The advanced environmental position involves project management work and providing support for the Clean Water State Revolving Fund project managers to assure compliance with Title

VI of the Clean Water Act, Section
1452 of the Safe Drinking Water Act, Chapter
403.1835, F.S., Chapter
403.8532, F.S., and the Small Community Wastewater Grants program authorized under Chapter
403.1835, F.S.

Responsibilities include reviewing planning documents for the State Revolving Fund program, including interlocal agreements, capital finance plans, public participation documentation, and user charges; coordinating interdisciplinary reviews; preparing and publishing environmental information documents; reviewing plans and specifications for conformity; managing construction phase activities such as disbursement requests, change orders, and inspections; assisting inspectors with compliance documentation; managing waiver requests for BABA and AIS;

reviewing asset management plans and coordinating assistance for capacity assessment, source water protection, and public water system supervision; coordinating with consulting engineers, agencies, and citizens; interpreting applicable codes and regulations; representing the program at public meetings, hearings, and workshops; assisting with the Clean Watershed Needs Survey; and performing other duties as assigned.

Required knowledge, skills, and abilities include concepts, terminology, and principles of construction management, public works financing, governmental funding programs, and environmental problems and mitigation; professional use of Microsoft Office Suite; effective verbal and written communication; ability to plan, organize, prioritize, coordinate, and carry out work assignments; understanding and applying rules, policies, and procedures; and establishing effective working relationships.

Minimum qualifications:

a valid driver’s license and at least 4 years of verifiable related experience. Post‑secondary degrees may be used as an alternative for the required years of experience on a year‑for‑year basis. A credential evaluation report is required for foreign degrees.

Applicable job‑specific license or certification: obtain and maintain a valid Florida Certified Contract Manager certification within 12 months of hire.

Preferred qualifications:

experience in managing state agreements and contracts and the state procurement process;
Florida Certified Contract Manager (FCCM) status; bachelor’s degree in engineering, environmental science, or a natural science; knowledge of environmental issues and laws related to water and ecosystems in Florida; excellent communication, people, organization, and time‑management skills.
