Job Description

This position is responsible for administering the Family and Medical Leave Act (FMLA), Americans with Disabilities Act (ADA) Title I, Pregnant Workers’ Fairness Act (PWFA), and Maternity and Parental Leave programs for the Office of the State Courts Administrator (OSCA). The role requires considerable independent judgment while coordinating with OSCA staff to provide guidance and ensure compliance with applicable laws, regulations, and internal policies.

In addition, the incumbent proposes policy recommendations, facilitates educational and training opportunities, and provides technical assistance to Human Resources liaisons throughout the State Courts System (SCS) on these programs and other leave and accommodation initiatives. This position serves as a backup to the Retirement Coordinator in the administration of retirement accounts for SCS employees, as well as to the ADA Title II Coordinator.

The primary duties of this position include, but are not limited to, the following:

Responsibilities
  • Administers FMLA, ADA (Title I), PWFA, and Maternity and Parental Leave for the OSCA
    • Serve as the primary point of contact for employees and supervisors regarding FMLA, ADA, PWFA, and Maternity and Parental Leave matters.
    • Prepare and disseminate all required paperwork.
    • Evaluate medical documentation and determine eligibility for protected leave, accommodations, or other entitlements under applicable laws and policies, request medical certification and additional documentation as needed.
    • Coordinate the interactive process under the ADA, including reviewing accommodation requests, consulting with supervisors, and facilitating reasonable accommodations.
    • Recommend accommodations and other alternatives as appropriate; collaborate with legal counsel, supervisors, and unit chiefs to resolve accommodation issues.
    • Evaluate and recommend approval or denial of requests to the HR Chief and State Courts Administrator as appropriate.
    • Draft correspondence documenting requests and accommodations; prepare reports, metrics, and summaries related to leave and accommodation requests for internal review and compliance audits.
    • Track leave use, approval dates, and recertifications to ensure accurate documentation and timely communication.
    • Maintain separate medical files and documentation for employees in accordance with HIPAA and other privacy regulations and document the decision‑making process.
    • Ensure requests are resolved in a timely manner.
  • Serves as statewide coordinator for FMLA, ADA (Title I), PWFA, and Maternity and Parental Leave
    • Monitor and interpret federal and state laws to ensure SCS compliance.
    • Develop SCS policy recommendations for the Court.
    • Analyze information and data and prepare reports, metrics, and summaries.
    • Develop and deliver training for HR liaisons statewide on FMLA, ADA, PWFA, and Maternity and Parental Leave rights, responsibilities, and procedures.
    • Provide technical assistance to HR liaisons statewide.
  • Serves as the backup to the Retirement Coordinator for the SCS
    • Review and process retirement documents.
    • Ensure documents are submitted timely to the DMS Division of Retirement and People First Service Center.
  • Serves as the backup to the ADA Title II Coordinator for the SCS
    • Works with the ADA Title II Coordinator to review Title II requests and make recommendations for reasonable accommodations.
    • Provide technical assistance to ADA Title II liaisons statewide.
  • Coordinates and completes special projects as required
    • Monitor legislation and conduct legislative bill analysis as appropriate.
  • Assists with other job‑related duties as assigned.
Education and Training Guidelines

Bachelor’s degree in economics, statistics, information technology, business management, public or business administration, social science, or a closely related field.

Five years of related work experience.
