As one of three departmental Program Directors, the incumbent is responsible for planning, administering, reviewing, and evaluating all financial activities related to International Programs. Ensures compliance with University, federal, state, and appropriate international guidelines. Directs budgeting, auditing, tax, and corporate filing compliance for all entities, including E&G, Auxiliary, DSO and four international charities/foundations/NFP entities. Member of the IP Senior Management team.
- Responsible for developing policies and procedures in accordance with domestic and international GAAP. Evaluates domestic and international sites' internal controls and develops corrective action plans. Designs and implements financial and operations systems of internal control for domestic and foreign not-for-profit legal entities and faculty led programs. Performs international site visits as needed to evaluate financial operations and implementation of corrective actions.
Responsible for the hiring and firing of overseas auditors, bookkeepers, and payroll services. - Oversees budgets and considers budget requests for building management of oversees buildings. Responsible for Financial Management of FSUIPA, Inc., direct support organizations (DSO) of Florida State University, with annual revenues approximately $18M. Ensures accurate and timely billing of the auxiliary; reviews overseas financials monthly; supervises the bookkeeping of FSUIPA, Inc.; reviews bank reconciliations and credit card usage monthly and daily cash balance reports, including domestic and domestic foreign currency accounts.
- Manages DSO cash flow reporting, including foreign currency conversion. Assist with Review of Insurance Coverage – Maintains knowledge of potential insurable risks and considers program needs. Meets with Insurance agent and provides information requested. Considers insurance at all overseas locations as well. Acts as staff liaison for financial matters of the FSUIPA, Inc. Board of Directors and Audit Committee. Requires significant additional time to develop Board meeting agendas, gather documents, prepare minutes, and follow-up with Board members regarding questions.
- Manages all external financial data requests. Coordinates outside accountants, auditors, and comprehensive reporting for Federal, State, and International requirements. Manages FSUIPA, Inc. banking relationship, including administration of the credit card program.
- Provides program "Contribution to Overhead" reports that are used to determine a programs' financial viability. Calculates the central overhead rate that is applied to future program budgets. Manages the annual and quarterly budge development and submission for FSUIPS, Inc., which incorporates budgets from international sites. In coordination with program coordinator, annually prepares the budget for approximately 60 programs. Responsible for all inquiries from internal and external sources.
This includes requests from the FSU Budget Office, FSU Controller's Office, FSU Internal Audit, Auditor General, other colleges, and Universities, NACUBO, and others. - Supervises the IP Finance Team, including Business Manager position, Senior Accounting Specialist position, Administrative Specialist position, as well as financial managers in four overseas study center locations. Counsels departmental staff and faculty on administrative matters and appropriate courses of action. Trains staff to compile faculty program expense reports, including reconciling the expense reports' usage of credit cards to the credit card billings.
Reviews work product and resolves discrepancies with faculty members. - Considers the strategic direction of International Programs and how to provide the best information possible for making good management decisions. Considers alternatives to best utilize resources.
Bachelor's degree and six years of experience related to budget, financial and/or accounting services; or a high school diploma/equivalent and ten years of relevant experience. (

a combination of post high school education and experience equal to ten years.)
CPA with audit experience that has worked with Boards of Directors.
