This is professional and advanced work in developing, implementing, updating, analyzing and maintaining a multi-year Operating fiscal plan. Work exercises independent judgment and discretion for decision making. Job duties, functions and qualifications satisfy criteria for exempt status as outlined under the Administrative Exemption in the Fair Labor Standard Act (FLSA) Wage and Hour Regulations.
Job Description:
Monitors programs and fiscal operations, develops, analyzes and evaluates data, prepares reports and documentation for fiscal/financial transactions to ensure that budgets are executed in accordance with approved plan, statutes and guidelines. Serves as the Subject Matter Expert “SME” for area(s) assigned. Conducts financial and budgetary analyses that facilitate decision-making. Provides fiscal guidance and oversight prior to the transfer, interchange, and expenditure of funds.
Responsibilities- Coordinate with department staff to prepare operating budgets.
- Provide training and guidance on financial matters.
- Develops processes and spreadsheets to assist with forecasting needs and monitoring budgets.
- Compiles and coordinates periodic reports to management on status of expenditures, revenues, and other financial issues.
- Forecast/manage/maintain moderately-complex funds.
- Assist with the review and/or updating of various fee and rate studies and models used by assigned departments.
- Create/process Budget Resolutions, Administrative Appropriation Transfers, Journal Entries, Payment Requests.
- Provide funding information/review eGenda items for accuracy and completeness.
- Performs a variety of analysis of financial issues.
- Occasionally presents/develops information for the BCC, administration, directors, and public boards.
- Occasionally works with the Office of the County Attorney to develop or revise ordinances, inter-local agreements, and other legal documents as well as in determining the legal use of funding.
- Other assignments/presentations/support as needed.
- Serves as back-up for other Operating Fiscal Consultants during times of absence or unavailability.
- Performs special projects/analysis/reporting in response to management and customer driven demand.
- Partners with Departments and/or other agencies. Participates on high level strategy teams across functional areas to develop innovative approaches for meeting fiscal challenges. Develops strong, facilitative relationships. Mentors, educates and assists colleagues and customers in all phases of financial management.
- Assists with coaching, mentoring & training of employees by providing assistance support. Acts as a change agent. Supports evolving business models. Supports the mission and vision of the county and work unit. Demonstrates the values and behaviors that support a high performing organization.
Monday – Friday, 8:00 a.m. – 5:00 p.m.
Minimum Qualifications- A Bachelor’s Degree in Public Administration, Business, Finance, Economics, Statistics, or other related field and minimum of 3 – 4 years of progressively responsible experience.
- A Master’s Degree in related field may be substituted for one year of the required experience. OR
- Related experience or certifications may substitute for the required education.
Pay: $50,024.00 - $58,240.00
