Overview

Reporting to the Finance Manager III, this position will function as the successor role to the Finance Manager. The position is responsible for managing the Transit Fiscal Department as well as acting as the Compliance Administrator for Sarasota County Area Transit (SCAT). The role will provide oversight of all SCAT finance functions, budget preparation and administration, serve as a key participant in establishing the SCAT finance Department goals and objectives, and be responsible for effective grant administration, procurement processes, accounts receivable/payable, cash handling, and customer service.

Job Description:

Responsible for grant management and analysis of FDOT and FTA and other grant sources. Responsible for the oversight of the compilation of data for required ongoing reporting on grant expenditures including grant budget amendments and budget revisions. Responsible for managing the fiscal portion of transit related agreements including timely approval of invoices and payments, budgeted versus actual expenditures, and encumbrances. Responsible for annual preparation of National Transit Database report, Annual Operating Reports, and other reports as required by grantor agencies.

Serves as the compliance manager for the transit agency, ensuring that all divisions within the department are compliant with the requirements of the regulating entities, including FTA and FDOT Triennial Reviews. Develops, implements and administers appropriate standard operating procedures within the SCAT Finance Department. Responsible for the cash handling activities of the unit to assure that policies, procedures, and all internal control measures are in place and adhered to.

Oversees and delegates work to the Fiscal staff, prepares performance evaluations and job descriptions on subordinate staff and initiates personnel actions. Responsible for the management and administration of all customer service representatives located at transfer stations and other future locations. Coaches and mentors staff on an on-going basis.

Work Hours:

Monday – Friday, 8:00 a.m. – 5:00 p.m.

About You

Minimum Qualifications: A Bachelor’s Degree from an accredited college or university required in Accounting, Finance, Business Administration, Public Administration, or a related field AND a minimum of seven (7) years progressively responsible professional experience. A Master’s Degree in Accounting, Finance, Business Administration, Public Administration or related field may substitute for one year of the required experience. A CPA license may substitute for one year of the required experience.

Related professional experience or certifications may substitute for the required education. Supervisory experience required per the job description.

Preferred Qualifications: Advanced Professional certification, CPA license, grants management experience, supervisory experience, transit experience, knowledge of SCG budgeting, accounting, and procurement processes are preferred.

About Everything Else

Pay: $55,452.80 – $75,000.00, dependent on qualifications and experience.
