Accounting Manager
This highly responsible management and administrative position is responsible for assisting the Finance and Accounting Director and the Chief Financial Officer in managing, planning, coordinating directing and administrating the function of the Finance Department. Duties include but are not limited to leading and overseeing the accounts payable, accounts receivable, cash receipts (including off duty and traffic), p-cards, grant financial reporting, and detention accounting functions.
The Manager will provide input to accounting budget policy including development and revision activities and is expected to explain and interpret such policies to assigned staff as well as employees throughout the agency. The Manager shall be knowledgeable of the Sheriff’s Office entire accounting function including governmental fund groups and financial computer systems. The Manager will exercise considerable initiative and independent judgement in resolving day to day problems even where clear-cut guidance is not available.
Work is performed under the direction of the Finance and Accounting Director and indirectly to the CFO. Starting salary above minimum may be considered for exceptionally well qualified candidates.
- Supervise and evaluate assigned subordinates work performance, conducts open and honest performance counseling, appraisals and evaluated conditions of performance, initiates corrective action and/or disciplinary action, as necessary.
- Ensures that systems used for financial and budgetary operations provide for adequate and reasonable internal accounting control, and that processed, recorded, and reported transactions have suitable audit trails and are in compliance with GASB and Single Audit.
- Approves and/or prepares expenditures, cash receipts or journal entries as required/directed and ensures accurate data and audit back up for entries.
- Reconciles balance sheet accounts and/or approves reconciliations performed by staff monthly.
- Plans and recommends new systems, procedures, and internal controls to improve operations.
- Ensure compliance with GASB, single audit and internal policy/procedures relating to accounts payable, accounts receivable, grants and other accounting functions.
- Coordinates with other agency departments and externally to ensure communication and service efficiencies; interprets and explains requirements, regulations, and procedures.
- Assists in preparation of annual financial reports at fiscal year-end including review of account reconciliations, preparation of accrual entries and works with external auditors to address questions.
- Assists in the preparation of the annual budget, monitors status of allocated funds and controls expenses.
- Meets with Procurement and internal staff monthly and quarterly to assure budgeted revenue and expenditures are timely received so that budget does not revert prior to year‑end.
- Oversees and/or assists in the preparation and submission of all state federal reports including payroll reporting, monthly or quarterly grant financial reporting, 1099, and unclaimed.
- Prepares internal audits as assigned including Investigative Fund on a quarterly basis.
- Assesses staffing needs; interviews, recruits, or assists in the recruitment, hiring and training of personnel.
- Prepares and/or reviews revenue and expenditure account analysis monthly and makes correcting entries, as necessary.
- Serves as Banner administrator responsible for system closing‑opening fiscal year, account maintenance, assist with internal controls and as well as training in accordance with Florida Uniform Accounting System Manual.
