Engineering Technician (Finance)

Qualis LLC is seeking a temporary Engineering Technician candidate to perform Engineering Advisory and Assistance Support (A&AS) functions for the 96th Test Wing until May 2026. The Engineering Technician will primarily provide the Army’s 7th Special Forces Group with support in collecting, editing, storing, and accessing geo‑spatial data of range environment and infrastructure. Secondarily, the contractor shall provide similar support to the 96th RANGE.

This support is necessary to provide the Eglin Range Commander (96TW/CC) and his staff with decision‑making and situational awareness information. This overall project is to refine, maintain and support the Eglin Enterprise Spatial Database in order to accurately map the mission infrastructure, environmental features, and facilities of the Eglin Range Complex, as managed by the Commander of the 96th Test Wing and make that information accessible for mission planning and execution support.

  • Perform information management support for computer systems used in environmental management.
  • Support includes but is not limited to:
    System definition, implementation and maintenance;
    Military and natural resources data collection recommendations;
    Automated data collection;
    Automated and non-automated data management;
    Applications development;
    Internet access and use.
  • Geographic Information System support shall be provided in the form of hardware and software recommendations and setup, software and operating system technical support, data development, and acquisition and interpretation of remotely sensed imagery.
  • Sustainable Range Program (SRP), Integrated Training Area Management (ITAM) program support shall be provided, to include all components of the program:
    Range Training Land Analysis (RTLA), Land Rehabilitation and Maintenance (LRAM), Environmental Awareness (EA), and Training Requirement Integration (TRI).
  • RTLA program support includes all aspects of the program from plot allocation to data collection and analysis to report writing.
  • LRAM program support includes application of the off-the-shelf technology and development of new technologies to repair lands damaged by military activities to a condition that, at the very least, halts further degradation, and at best, restores native ecosystems.
  • EA is education resources aimed at assisting leaders, soldiers, and civilians to understand the importance of military and natural resource missions. TRI support shall include assistance with bridging the gap between natural resource management and the military mission.
Required Qualifications
  • Requires Bachelor’s degree in relevant field with experience in spatial analysis and a skill set comprising computer science, cartography, graphic arts, and database management. Substitution of experience for education will be considered with government approval.
  • Must have an understanding of the specific procedures and processes of the Air Force Test Center and DoD regulations and guidelines.
  • Must have broad knowledge of test facilities, instrumentation, and test environments that support 96 TW, OSD, and DOD missions.
  • Knowledge of DoD systems and acquisition program management concepts; AF Test and Evaluation philosophy, principles, and practices; USAF budget process/financial management; and the operation and maintenance of R&D test resources.
  • Must have ability to quickly understand the customer’s overall technical objectives and mission and provide elective solutions.
  • Excellent verbal and written communication skills along with customer interaction and presentation capabilities required.
  • Must exemplify a dedication to achieving the mission of the 96TW as well as high standards of quality and excellence in performing the duties.
  • Must be able to work effectively alone, unsupervised, or within a group.
  • Must be able to work in a fast‑paced environment while being able to prioritize work to balance multiple projects and deadlines.
  • Must be willing to travel up to 20%.
  • US Citizenship required.
  • Must hold an active Department of Defense Secret Security Clearance.
