The Engineer Project Manager oversees the planning, design, and execution of public infrastructure and capital improvement projects for the City. This role combines technical engineering expertise with project management skills to ensure projects are completed on time, within budget, and in compliance with all local, state, and federal regulations. The position serves as a liaison between the City, consultants, contractors, and the community to deliver high-quality public works and municipal facilities.
Key Responsibilities- Manage and coordinate the design and construction of city infrastructure projects, including roads, utilities, drainage systems, buildings, and parks.
- Develop and manage project budgets, schedules, and scopes from conception through completion.
- Prepare engineering reports, cost estimates, specifications, and bid documents.
- Review plans, designs, and submittals prepared by consultants and contractors to ensure compliance with city standards and regulations.
- Oversee contract administration, including consultant selection, RFP development, contract negotiations, and performance management.
- Conduct field inspections and monitor construction progress to ensure quality, safety, and adherence to design intent.
- Coordinate with other city departments, agencies, and stakeholders to ensure project integration and minimize service disruptions.
- Present project updates and recommendations to the City Council, Planning Commission, and community groups as needed.
- Ensure all projects comply with applicable environmental, safety, and accessibility standards.
- Support long-term capital improvement planning and infrastructure asset management efforts
- Education:
- Bachelor’s degree in civil engineering, Construction Management, or a related field required.
- Master’s degree preferred.
- Experience:
- 5+ years of progressively responsible experience in civil engineering, project management, or public works.
- Experience in municipal infrastructure design and construction is highly desirable.
- Licenses/Certifications:
- Professional Engineer (PE) license required or ability to obtain within 6 months of hire.
- Valid driver’s license required.
- Project Management Professional (PMP) certification preferred.
- Certified Engineering Inspector certification preferred.
- Strong knowledge of civil engineering principles, public works standards, and construction methods.
- Proficiency with AutoCAD, GIS, Microsoft Project, and engineering software.
- Ability to manage multiple projects and coordinate teams of consultants, contractors, and city staff.
- Excellent communication and presentation skills for interactions with the public, city officials, and external agencies.
- Strong analytical, problem-solving, and organizational abilities.
