The Subcontract Administrator III serves as a working lead within the Indirect Non-Production Procurement team, providing oversight, guidance, and hands‑on execution of procurement activities for indirect goods and services in a government subcontracting manufacturing environment. This role manages the full subcontract lifecycle—from solicitation through closeout—ensuring compliance with FAR/DFARS, company policies, and customer requirements. The Subcontract Administrator III specializes in procuring IT commodities, facilities and construction services, and corporate administrative support services (e.g., HR, Finance), while also mentoring junior staff and acting as a key point of contact for internal stakeholders.
ResponsibilitiesAnd Tasks
- Serve as the primary day‑to‑day lead for the Indirect Non‑Production Procurement team, balancing individual procurement assignments with coordination of team workload.
- Mentor, train, and provide guidance to less experienced subcontract administrators, fostering professional development and adherence to best practices.
- Assist management in resource planning, process improvements, and compliance initiatives.
- Develop, issue, and manage Requests for Proposal (RFPs) / Requests for Quotation (RFQs) for indirect procurement needs.
- Negotiate terms, conditions, and pricing with suppliers to achieve best value while ensuring compliance with contractual and regulatory requirements.
- Draft, review, and administer subcontract agreements, modifications, and purchase orders in accordance with FAR/DFARS, CPSR, and company procedures.
- Monitor subcontractor performance, manage deliverables, and coordinate with stakeholders to resolve performance or compliance issues.
- Source, evaluate, and procure IT hardware, software, and related services in coordination with IT stakeholders.
- Manage facilities‑related contracts including maintenance, repair, and construction projects, ensuring compliance with safety and building regulations.
- Administer service agreements in support of HR, Finance, Legal, and other administrative functions.
- Maintain accurate subcontract files and documentation to support CPSR readiness.
- Ensure procurement actions meet all regulatory, contractual, and ethical requirements.
- Prepare reports and metrics for management review and decision‑making.
- Bachelor’s degree in business, Supply Chain, or related field, or equivalent combination of education and experience.
- 4‑7+ years of progressive subcontract administration or procurement experience in a government contracting environment.
- Working knowledge of FAR/DFARS and related government procurement regulations.
- Demonstrated experience in IT commodity procurement, facilities/construction contracting, and corporate services procurement.
- Strong negotiation skills and ability to manage complex supplier relationships.
- Proficiency with ERP/MRP systems and Microsoft Office Suite.
- Excellent communication, interpersonal, and leadership skills.
- Must be a US Citizen.
- Experience in a manufacturing environment supporting DoD or other federal programs.
- Knowledge of CPSR requirements and audit preparation.
- Certified Professional Contracts Manager (CPCM), Certified Federal Contracts Manager (CFCM), or similar credential.
