About the PositionIn this role, you will...
- Interpret and apply complex principles for contracts, LHR policies, and operational practices for the entire Division.
- Prepare, submit, and review high-level Procurement documentation submitted by other staff for accuracy and relevance.
- Perform in-depth research and submit aggregated data reports that analyze the business performance of the Division vendors and recommend strategies for cost mitigation.
- Review, prepare, and negotiate contracts for the LHR Division, working with vendors for services including databases, books, and materials, and the needs of Historical Resources.
- Serve as team leader and primary resource with other staff in resolving complex contractual issues and concerns regarding financial practices.
- Initiate efficiencies and problem resolution regarding LHR contracts for databases, subscriptions, and specialized services, working with the County contracts unit and outside vendors.
- Mentor and guide support staff performing financial assignments, including P-card reconciliation and credit card process, preparing high-level reports to track expenditures across multiple units and org codes.
- Lead unit activities and special projects for the Division, developing statistical and budgetary data analysis for strategic planning initiatives for LHR and the books and materials budgets.
- Monitor and analyze statistical data for monthly, quarterly, and annual performance management, state reports, and grant applications such as the State Aid to Libraries.
- Assist in budget management by monitoring expenditures for all organizational codes, tracking and verifying funds for all budget expenditures, developing data reporting tools, and monitoring expenditures using Power BI and other tools.
- Conduct program/project/job cost analysis and generate reports as needed for LHR vendors.
- Ensure compliance with regulatory/county principles, policies, and practices for LHR contracts, the primary contract administrator for LHR.
- Identify trends and/or problems through statistical analysis and prepare a reporting analysis of performance measures, recommending review and/or changes.
- Assist in the continuous improvement of systems and processes across the LHR Division, reviewing reports and identifying trends.
Work Hours:
- Full-Time, 40 hours per week.
- Typical Schedule:
Monday - Friday, 08:00 a.m. to 05:00 p.m. (no weekends!) - As a reminder, all county employees are considered essential and must be prepared to protect and support the community and its citizens. Each employee will have a duty assignment and be required to work during a disaster or declared emergency.
Minimum Qualifications:
- Associate degree in a job-related field; AND 3 years of job-related experience.
- BS or BA degree from an accredited college or university in a job-related field; AND 1 year job-related experience preferred.
- 5 years of professional related experience can be substituted for the degree at management discretion.
Subject to Passing Substance Screening: This position is subject to passing a pre-employment substance screening. An applicant who fails to pass a required drug screening test shall be disqualified from employment for a period of five years.
Fingerprint Screening: This position is subject to a mandatory fingerprint-based background check per applicable federal, state, and/or local laws. The screening will be used to verify criminal history and other relevant information as permitted by law. An applicant who fails to pass a required screening may be disqualified from employment.
About Everything ElseStarting Pay Range: $28.34 an hour.
