Contract and Grant Management: Acts as the Division’s liaison to the Department’s Office of Contract Administration and Oversight, ensuring compliance with rules and policies. Oversees the full lifecycle of contracts and grants across Division programs. Serves as a lead contract manager in the division for specific division contracts, as assigned by the division director. Identifies new contracts yearly from the General Appropriations Act and facilitates contract managers’ assignments.
Offers technical support to grant team members and serves as a backup for their programs.
Compliance and Monitoring: Assists division contract and grant managers, monitors compliance with Department policies, and conducts internal reviews and audits for quality assurance. Monitors all division contracts and grants in FACTS to ensure accuracy.
Coordination and Execution: Manages direct appropriated contracts and legislative member projects, coordinating closely with the Division budget coordinator and Operations Administration to ensure proper budget alignment, fiscal accuracy, and adherence to legislative mandates. Ensures timely processing of these contracts and projects while maintaining strict compliance with departmental timelines and requirements. Ensures all contract executions meet established Department deadlines, maintaining strict adherence to timelines.
Manages the electronic execution process for contracts, data entry and maintenance of contract information in FACTS.
Process Improvement: Analyzes operations to recommend improvements for efficiency. Develops internal processes and workflows to ensure successful tracking of contract actions, enhancing accountability and streamlining operations through the implementation of standardized protocols, automation tools where feasible, and performance metrics for ongoing evaluation. Collaborates with cross-functional teams to pilot new initiatives, gathers feedback from stakeholders to refine approaches, and documents best practices to foster a culture of continuous improvement.
Regularly reviews key performance indicators (KPIs) related to contract lifecycle management, such as turnaround times and error rates, to drive enhancements that align with departmental goals and regulatory requirements.
Data and Reporting: Maintains contract and grant tracking logs, performs data entry in FACTS and ECRS, and delivers data-driven management reports with recommendations. Provides regular reports to leadership on the status of contracts, detailing progress, compliance, and any identified issues.
Technical Support and Training: Supports invoice processing, contract/grant monitoring (fiscal, programmatic, administrative), and provides training on contract development and administrative procedures. Mentors and trains new contract managers on policies and procedures related to contract management to ensure consistent and compliant practices. Disseminates contract information updates to contract managers and program managers in the Division to maintain alignment and awareness.
Budget and Fiscal Support: Assists with budget planning and fiscal reconciliation for contract and grant spending plans. Completes monthly reviews of contract encumbrances and expenditures to ensure accuracy of both the encumbrance and contract payments.
