Salary: $50,584.67 - $53,100.00 annually
This position serves as “Team Lead” for the Community Services Block Grant (CSBG) and works directly with the CSBG program manager. Provides technical assistance as a subject‑matter expert consulting with federal agencies, local governments, private non‑profits, Community Program Managers, and department staff for the CSBG program operated in the Bureau of Economic Self‑Sufficiency (BESS).
Responsibilities- Plan, facilitate, and assist in the negotiation of agreement changes, amendments, coordinate the development of cost and price analysis, conduct agreement and file post‑audits and closeout, complete the agreement checklists, facilitate findings of fact and resolve agreement disputes.
- Update tracking systems and maintain agreement logs in accordance with department policy and procedures and to ensure compliance with applicable statutory requirements.
- Develop contract and grant administration goals and objectives, identifying resources, interpreting statutes and rules, and providing technical and administrative assistance; participate, as needed, in the development and revision of contract and grant related policies and procedures.
- Facilitate the administration of division agreements including contract and grant agreements, interagency agreements, data sharing agreements and memoranda of understanding.
- Perform preliminary document reviews, facilitate the establishment and tracking of agreements through the department review and approval process, coordinating review and approval with other department offices (General Counsel, Office of Financial Management, Office of Budget Management, and Executive Leadership).
- Responsible for informational programs to advocate the disaster recovery missions.
- Provide technical assistance to subrecipients/vendors to develop a scope of work, budget, timeline, and deliverables.
- Develop and process Requests for Proposals (RFPs), Request for Applications (RFAs) and Invitations to negotiate (ITNs), as required.
- Review, analyze, and negotiate all terms and conditions of grants and contracts.
- Process and track payments to ensure compliance with state guidelines and contract requirements.
- Conduct desktop and onsite monitoring of activities and expenditures of assigned projects to ensure compliance with state guidelines and contract requirements.
- Maintain good working relationships and keep in close coordination with partnering agencies.
- If the employee is designated as a subject‑matter specialist on a specific topic, provide technical assistance, as needed, to all subrecipients on this topic.
- Participate in the development and implementation of training workshops and webinars for subrecipients.
- Prepare reports and analyses and make recommendations to the team to determine program action.
- Review external best practices to ensure a high level of program execution and make recommendations to management if changes are needed.
- Ability to work independently and as a member of a team.
- Ability to organize and prioritize work assignments and effectively handle multiple tasks to complete assignments on time.
- Ability to interpret statutes, administrative rules, and federal regulations and explain these requirements.
- Possess excellent verbal and written communication skills with outstanding customer service skills.
- Ability to compile data from a variety of sources and present it in a logical manner.
- Ability to create spreadsheets in Microsoft Excel, prepare documents in Microsoft Word, and create PowerPoint presentations.
- Ability to coordinate and manage activities with other partners.
- Ability to demonstrate adaptability and flexibility and handle multiple tasks.
- Ability to work independently and exercise sound judgment while representing the Department’s best interest.
- Ability to meet deadlines without sacrificing accuracy, customer service, or ethics.
- Ability to conduct research and provide reports and analyses as required.
