This is a professional position involving the concepts, principles, and practices of Civil Engineering and Land Surveying under the authority of the Mayor and governing body. The position requires supervision of both professional and non-professional employees, providing a wide range of civil engineering services. The position requires coordination with various federal, state, and local organizations and agencies concerning the planning, design, construction, operation, and maintenance of various public work facilities.

This position requires the ability to conduct studies, implement, and supervise programs as approved by the Mayor and governing body.

* Provides municipal engineering services for the City and other departments of the City as directed by the Mayor and governing body.

* Responsible for plan design and review, preparation of specifications for projects, construction estimates, bid package, and contract document preparation for public works projects. Responsible for ensuring compliance with plans and specifications during the construction of public works projects. Responsible for ensuring compliance with good engineering practice and municipal regulations and standards.

* Supervises City Engineering Department personnel in the project management of major public works projects. Responsible for the review of cost and material estimates throughout all construction phases. Reviews and approves/denies all requested project revisions and/or change orders.

* Reviews completed designs, describes methods for, and participates in the preparation and compilation of a variety of charts, graphs, reports, and technical correspondence necessary for the completion of assigned projects.

* Makes computations required for the solution of complex design problems.

* Directs preparation of drawings, plans, and designs for the more complex engineering projects; writes the more difficult specifications, makes estimates of payment to contractors.

* Reviews contractors' shop drawings for correctness and conformity with plans, specifications, and designs.

* Makes field inspections required for the completion of design projects.

* Reviews designs and specifications prepared by consulting engineers for accuracy, completeness, and engineering feasibility; advises consultants of required changes.

* Performs property deed research, prepares property legal descriptions, and assists in the preparation of right-of-way deeds and easements as required for public works projects.

* Advises the Mayor, governing body, and other departments as to recommended maintenance practices for streets, highways, bridges, sanitary sewer systems, traffic control systems, stormwater drainage systems, and other municipal improvements, as appropriate.

* Supervises the preparation and maintenance of maps, records, and files related to engineering services provided as required by law.

* Proposes and administers annual budget.

* Provides engineering services to industrial development prospects as authorized by the Mayor and governing body.

* Assists the general public by answering inquiries regarding rights-of-way, public property lines, stormwater runoff drainage, and sanitary sewerage as authorized by the Mayor and governing body.

* Supervises the preparation and implementation of Public Improvement Ordinance projects that require municipal engineering services.

* Must maintain professional relationships and cooperation with City Engineers, County Engineers, and Public Works Directors throughout the State.

* Required to work closely with the Alabama Department of Transportation (ALDOT), Alabama Department of Environmental Management (ADEM), Federal Emergency Management Agency (FEMA), Federal Highway Administration (FHWA), Northwest Alabama Council of Local Governments (NACOLG), and other local, state, and federal agencies.

* Responsible for ensuring that the City is in conformance with all the requirements of the National Pollutant Discharge Elimination System permit.
