Nature of WorkUnder general supervision performs work of moderate difficulty in the financial management of a department; performs related work as assigned.
Typical Duties- Administers departmental accounting function
- Coordinates the financial management of programs, grants, and contracts
- Prepares cost projections and financial and administrative reports
- Participates in the preparation and administration of the budget
- Participates in internal and external audits
- Supervises and trains staff as assigned
- May be responsible for payroll, accounts payable and purchasing
- Associate degree in accounting, business administration or a related field and two years of increasingly responsible budget/accounting experience; OR;
- Bachelor's degree in accounting, business administration or related field and one year of increasingly responsible budget/accounting experience; OR;
- Three years of increasingly responsible budget/accounting experience; OR;
- Any equivalent combination of education, training and experience which demonstrates the ability to perform the duties of the position.
The ideal candidate brings a well‑balanced combination of customer service expertise, budgeting and accounting proficiency, and demonstrated supervisory and coaching experience, supported by a clear leadership vision and commitment to operational excellence. The Business Manager demonstrates a comprehensive understanding of the scope and complexity of Public Works budgets and plays a key leadership role within the Administrative Services Division, fostering a collaborative and high‑performing work environment.
This position is non‑exempt from overtime. This position is safety sensitive.
Knowledge,Skills And Abilities
- Considerable knowledge of government accounting practices, including purchasing
- Currently available automated accounting systems
- Principles and practices of office administration, management and supervision
- Working knowledge of grant development and administration
- Budgetary theory, principles and practices
- Skill in operating the automated office equipment
- Skill in the use of computerized budget/financial tracking and reporting programs
- Skill in performing and verifying mathematical computations
- Ability to prepare and maintain financial records
- Ability to administer computerized accounting systems
- Ability to work safely and support the culture of workplace safety
- Ability to establish and maintain effective working relationships with employees, other agencies and the public
- Ability to follow written and verbal instructions
- Ability to communicate effectively verbally and in writing
