Management Analyst; Intergovernmental Affairs

As the City’s Management Analyst in Intergovernmental Affairs, you will support and advance the City’s mission and values. This role leads the City’s Intergovernmental Affairs program and drives legislative priorities through strategic advocacy.

Responsibilities include researching and analyzing legislation, preparing policy and briefing materials, coordinating state and federal lobbying efforts, and cultivating strong relationships with elected officials, government agencies, and community partners to advance shared initiatives. • Provides excellent customer service to both internal and external customers
• Leads the city’s Intergovernmental Affairs program
• Works with the city’s contract lobbyists and the Arizona League of Cities and Towns to advance the city’s legislative goals
• Reviews and researches legislation affecting the city; recommends and implements advocacy strategies
• Drafts documents relevant to the city s legislative agenda to be used in lobbying efforts
• Develops and maintains effective working relationships with Arizona state legislators, federal, state and local agencies, and staff
• Develops and maintains strategic partnerships with local government entities, nonprofit organizations and other stakeholders to support joint initiatives and programs
• Manages the annual state and federal lobbying trips, including developing materials and coordinating schedules with lobbyists
• Frequently interacts with city leadership, elected officials, and external public and private agencies
• Provides professional, executive, technical or administrative guidance to city leadership
• Participates in meetings with external agencies, elected officials, private industries, or citizen commissions and boards, and represents the city’s interests
• Acts as policy liaison between the City of Flagstaff and external agencies or organizations
• Conducts a variety of complex, independent research to assist with executive, legislative, and administrative review
• Responds to inquiries from internal and external customers, including confidential or sensitive subject matter, with confidentiality and discretion

• Bachelor’s degree in Public Administration, Public Policy, or a related field
• Three (3) years of experience working in legislative affairs, public policy, or a related field
• Knowledge of principles of public policy issues, political issues, the functioning of the Arizona State Legislature, and effective lobbying methods
• Or any combination of education, experience, and training equivalent to the above Minimum Requirements

• Master’s degree in Public Administration, or related field

• Regular attendance is an essential function of this job to ensure continuity

Our total compensation package includes best-in-class benefits and an annual salary of $61,651.20 - $92,497.60 annually, based on the candidate s qualifications and experience. Plus:
