The City is seeking an experienced and service-oriented accounting professional to lead the daily operations of the Accounting Division. Reporting to the Finance Director, this role oversees financial reporting, internal controls, staff supervision, and compliance with federal, state, and local regulations. Key responsibilities include coordinating the annual audit, preparing the ACFR and related financial reports, overseeing grant compliance, developing policies and procedures, and ensuring the accuracy and integrity of the City’s financial records.
This position also provides leadership to accounting staff and may serve in the Finance Director’s absence.

Position Responsibilities- Provides excellent customer service to both internal and external customers.
- Directs the day-to-day operations of the accounting program with assistance from the Assistant Finance Manager.
- Oversees and manages the coordination of the annual audit and preparation of the Annual Comprehensive Financial Report (ACFR), Schedule of Expenditure of Federal Award (SEFA) and Annual Expenditure Limitation Report (AELR) and other financial reports.
- Responsible for the proper supervision, procedures, policies, internal controls and operations of the accounting programs.
- Oversees the selection, assignment, scheduling, productivity, performance evaluation, development and discipline of assigned personnel.
- Supervises staff by training, coordinating, providing technical assistance and reviewing their work.
- Develops and establishes goals, performance objectives, and work plans for Finance section and staff.
- Responsible to the Finance Director that all federal, state, and local laws and regulations are being met within assigned areas of responsibility. Assures citizen, employee and regulatory agency complaints and inquiries are followed up on and resolved.
- Establishes and conducts reviews and analyses of new programs and techniques in the area of accounting and makes any necessary changes to improve the effectiveness of the program.
- Oversees, reviews and ensures compliance for federal and state grant financial reimbursements.
- Reviews and prepares work papers, reconciliations and assists external auditors on the annual financial audit.
- Reviews and prepares adjusting journals to financial records.
- Reviews general ledger accounts to ensure proper reporting of financial information in accordance with established accounting practices and rules.
- Supervises the maintenance, confidentiality, and legal retention of financial records or files.
- Consults with the Finance Director regarding financial issues and assists in resolution.
- Advises and counsels with City divisions on final policies and procedures, operations and work-related issues.
- Advises the Finance Director of financial matters and activities through oral and written reports.
- Develops and modifies financial administrative policies and procedures.
- May be called upon for presentations, or to represent the Finance section at staff meetings or professional gatherings.
- Investigates and resolves accounting issues that cannot be handled by other Finance employees.
- Keeps the Finance Director advised of section activities and issues through written and oral reports.
- Attends and represents the Finance section at Council meetings and workshops, and other meetings as assigned by the Finance Director.
- In the absence of the Finance Director, may serve in that capacity.
- Other duties as assigned.
- Bachelor's degree in Accounting, Business Administration, or related field.
- Five years of experience in Finance/Accounting administration.
- Three years of supervisory experience of a responsible nature.
- Or any combination of education, experience, and training equivalent to the above Minimum Requirements.
- Master’s Degree in Business Administration or a related field.
- CPA Certification.
- Three years of professional level experience of a progressive, responsible nature in governmental accounting and/or budgeting.
