The Senior Resident Engineer (SRE) is the unit supervisor of two units within the District. The SRE will provide direct oversight and supervision of the unit(s) and all unit staff; provides engineering direction for the administration and inspection of multiple, complex construction contracts/projects, assuring the work performed conforms with construction plans and specifications, and complies with local, state and federal requirements.
The SRE is responsible for ensuring that all work performed complies with engineering practices; performs administrative duties to include personnel and resource management; initiates and monitors safe work processes, ensuring training requirements are fulfilled for self and staff.
The SRE is responsible for the oversight and supervision of consultant engineering services.

Provide engineering and technical direction for the administration of multiple, complex construction contracts to assure work is performed in a manner that provides a functional, durable project that meets design intent. Monitor and enforce safety processes. Administrative duties including personnel management, evaluation, discipline, hiring, termination and guidance of subordinate personnel relating to the departments prevailing policies and procedures.
Responsible for setting all work standards within the unit assuring that maximum organizational efficiency is achieved, and accomplishing district and division objectives related to construction processes on ADOT projects. The SRE will also assist in coordination of roadblock and other supplemental duties during winter storm events and and/or emergencies. Provide oversight and supervision of engineering services provided by consultant inspectors and engineers to administer construction contracts.
Initiate & monitor training of subordinate personnel to assure competent, effective, motivated & fully knowledgeable workforce to provide a quality product in conformance with all prevailing laws, rules, regulations & in compliance with quality standards. Task is accomplished through needs assessments & scheduling so as not to interfere with construction project progress. Provide leadership, coaching & supervision of subordinate personnel to enhance the quality of the product, service to the customer & assure compliance with all plans, specifications, rules & requirements.
Provide input on project scope, design and development, and represent the best interests of the State in project and other meetings related to the ADOT state highway system, as requested. Initiate correspondence, memos, reports and construction documents to facilitate contract compliance, conflict resolution, contract clarification and response to public inquiries. Coordinate construction activities with Federal, State, local and private entities to assure conflicts are minimized and the public is well served.

Knowledge of:
- Civil Engineering theory and practices.
- All applicable Federal and State statutes, agency standards, regulations, policies and procedures pertaining to area of assignment.
- Methods, procedures and techniques utilized in management of assigned resources.
- Computer applications as they pertain to area of assignment.
- Safety practices.
- Applications of departmental policies and procedures
Skill in:
- Interpret and analyze a wide range of technical, complex engineering data.
- Develop and implement appropriate standards, procedures and priorities related to area of assignment.

- Ability to coach and develop employees, including continuous improvement practices and principles.
Bachelor of Science in Civil Engineering.
Three to five years of work related experience in a technical-level staff position involving engineering analysis and highway construction.
