The City of Fayetteville is currently recruiting for a Behavioral Health Response Program Manager to lead the development, coordination, and ongoing management of the City’s community response model and associated programs. Responsible for advancing the Office of Community Safety’s (OCS) mission by promoting trauma‑informed, person‑centered responses to behavioral health crises, homelessness, substance use, and other non‑violent emergencies. The role supports cross‑agency collaboration and the design of innovative approaches that reduce reliance on traditional enforcement and connect residents to care and resources.
ESSENTIALDUTIES & RESPONSIBILITIES
- Lead the design, implementation, and continuous improvement of the City’s community response model and associated programs; serve as a subject‑matter expert on behavioral‑health response and ensure compliance with all applicable local, state, and federal standards.
- Ensure the community response model is aligned with OCS strategic priorities and integrates seamlessly across city departments.
- Oversee daily field operations, including safe deployment, incident prioritization, and real‑time coordination with 911 Communications and partner agencies.
- Develop and maintain operational protocols, training standards, safety procedures, interagency standard operating procedures and data collection tools for field and coordination teams.
- Select, train, motivate, and evaluate departmental personnel and contracted partners; provide or coordinate staff training; work with employees to correct deficiencies, implement discipline procedures.
- Coordinate with Police, Fire, 911 Communications, behavioral‑health providers, and community organizations to ensure unified and effective multi‑agency response systems.
- Monitor program performance and community impact through data‑driven evaluation, including case reviews, Computer Aided Dispatch, data trends, field reports, and continuous quality‑improvement processes.
- Prepare and manage program budgets, grants, and contracts to sustain and expand response operations.
- Engage residents, advocates, and stakeholders through meetings, presentations, and public‑education efforts; provide program updates and council briefings as needed.
- Provide leadership and technical assistance to advance equitable, trauma‑informed, and evidence‑based public‑safety strategies.

Five years of increasingly responsible experience in project management, crisis response, or behavioral health, including two years of supervisory or management experience.
Training
:
Equivalent to a Bachelor’s degree from an accredited college or university with major coursework in Public Health, Social Work, Psychology, Public Administration, or a related field. A Master’s degree is preferred.
Required
:
Possession of an appropriate, valid driver’s license and ability to maintain insurability.
Preferred
:
Professional licensure in Social Work, Counseling, or the behavioral health field. Professional Project Management licensure [e.g., Licensed Clinical Social Worker, Licensed Professional Counselor, Licensed Marriage and Family Therapist, Project Management Professional].
